This paper proposes an approach for assessing the effectiveness of those agri-environmental schemes and rural development measures aimed at enhancing the natural value of farmland and, more generally, aimed at releasing the pressure on the environment due to agriculture. First, based on fine scale data, indicators derived from the High Nature Value farmland concept are tested at different scales, resolutions and situations: LAU2 for The Netherlands and LAU1 for France. The effect of rural development measures on the evolution of these indicators is then explored. Significant cause-effect relationships are found in the French cases, while only relationships of correlations are observed from the Dutch case study, obviously caused by a lack of data. Using fine scale data on rural development measures related to both 2000–2006 and 2007–2013 programming periods of the Common Agricultural Policy, a spatial econometrics methodology is applied to France, at national level on the one hand, and at a selected NUTS2 level on the other. The results indicate that agri-environmental schemes and specific rural development measures affect the changes in the indicators, and that the spatial scale of the analyses matters. In particular, results indicate that trends observed at the national scale do not necessarily apply at the regional scale (e.g. impacts of conversion to organic farming, the grassland premium, payments for water and biodiversity protection) underlining the importance of multi-scale assessments. Interestingly, delayed effects of the measures implemented in the 2000–2006 programming period, such as machinery investment aids and less-favoured area payments, are detectable. As regards the 2007–2013 rural development measures, the most significant positive effects on the farm nature value indicator are found, at the national level, for locally targeted agri-environmental schemes focused on biodiversity and water issues and, at the NUTS2 level, for supporting organic farming schemes. Given that the farm nature value indicator is built from three different indices (addressing crop diversity, grassland share, and wooded and afforested farmland) the effect of rural development measures on each of these individual indices is also explored. This enables the main structure and the magnitude of policy impacts to be captured and helps with the understanding of why certain objectives were not met. Key findings are relevant in the context of policy monitoring and evaluation, while the methodology proposed, that incorporates spatial effects, is an important contribution to the implementation of the Common Monitoring and Evaluation Framework by Member States to account for national, regional or local characteristics.  相似文献

This paper presents an analysis of the attitudes of farmers towards a policy approach that combines the instrument of set-aside of farmland with agri-environmental measures under the Common Agricultural Policy (CAP) for achieving nature goals. One of the stated objectives of current agricultural and environmental policies is to give greater consideration to issues of nature conservation in agricultural landscapes. To fulfil this objective, there is an urgent need to develop approaches that, on the one hand, are capable of delivering tangible improvements in the ecological situation and nature conservation in agriculture and, on the other hand, are structured in such a way that farmers are willing to put them into practice. In addition, such approaches need to be economical and affordable for society. The Leibniz-Centre for Agricultural Landscape Research (ZALF) has developed the concept of ‘nature-conservation set-aside’, especially for landscapes that are under predominantly arable use. Conservation set-aside refers to parts of arable farmland especially well suited to nature conservation, which are mandatorily withdrawn from agricultural production (for those who claim payment) and on which ecologically valuable habitats are created through specific management activities. To determine what kind of problems might arise for farmers in the course of implementing this concept as an agri-environmental measure, a survey was carried out in four largely arable regions of Germany. The results of this survey show the attitudes of German farmers regarding set-aside farmland for nature conservation in regions dominated by arable farming, and they demonstrate which factors influence the implementation of conservation set-aside.  相似文献

Biodiversity loss is recognized as a major global threat. The European Commission has addressed this issue with vigour in its current strategy papers. Farmland birds, such as the lapwing (Vanellus vanellus), whose population has been rapidly declining in Germany, have been particularly affected. To date, the European Union has tried to tackle the problem of biodiversity loss mainly with voluntary agri-environmental schemes (AESs), which are financed by the European Agricultural Fund for Rural Development (EAFRD). However, only a small fraction of agricultural land is enrolled in such programs. We identify the possible drivers and inhibitors of farmers’ acceptance of a potential AES that, if introduced, could contribute to lapwing conservation. Our analysis is based on a discrete choice experiment conducted with 252 arable farmers in Germany. The results suggest that scheme attributes tied with EAFRD compliance, i.e., a minimum participation period of five years and the nature of the relevant sanctions regime, reduce farmers’ potential acceptance of the proposed AES. Furthermore, farmers and farm characteristics have an influence on preferences for specific AES attributes. Finally, this article outlines how the identified weaknesses of AES may be addressed in the new “Green Architecture” of the Common Agricultural Policy 2023–2027.  相似文献

The only constant in landscapes is change. Among other influences, such as climate change, these changes are driven by political decisions affecting ecosystem services. The overall research objective is to define how the European Union's political strategies implemented through Rural Development Programmes and the Common Agricultural Policy might influence or change ecosystem goods and services in the future. This paper aims at outlining the research framework and especially focuses on spatially explicit modelling the distribution of subsidy cash flows on farm and parcel level. Experiments with changing political strategies and incentive payments were carried out in the Mondsee catchment (Austria) using Geographic Information Systems (GIS). The results were visualised and show the dominant (inter-)national and regional funding programmes of this area. They further display the likely effects of changing political strategies on the monetary value of certain parcels and the overall farm–parcel balance. The validation of an aggregated set of funding measures reveals 15% deviation between the model framework and real subsidy payments. This approach is suitable for both (a) estimating the impact of changed funding strategies at EU level and (b) supporting farmers in identifying the best economic income sources on parcel and farm level. Embedded in the overall research objective the results constitute the basis for opening a discussion on how ecosystem services might change with political intervention strategies in rural areas and resulting landscape changes in the future.  相似文献

This paper describes the results of an ecological-economic modelling exercise of the management of a scarce habitat, namely heather moorland. The Orkney Islands of Scotland are used to illustrate a modelling approach which could be easily applied elsewhere, and to other habitats. We describe the evolution and present condition of heather moorland on Orkney, then quantify the extent of over-grazing (leading to ecological damage) on a spatial basis. This is accomplished using a model of heather utilization and heather productivity. Critical grazing limits are then used as constraints in an economic model of farm production decisions, which enables us to quantify the minimum necessary compensation payments which farmers should be offered to offset income losses due to grazing restrictions. Such a policy is in line with European Union and UK agri-environmental policy, which typically uses payments for income forgone as a means of persuading farmers to protect environmental quality.  相似文献

This article presents the evolution, actual situation and prospects for goat production systems in Spain, taking into account the present day changes of socio-economic, technological and agricultural policies of the European Union (EU). Spain is ranked second in goat population and third in goat milk yield within the EU, nevertheless, similar to the situation in the EU, the goat production systems in Spain are in a critical situation, basically because of the increasing production costs and the lack of a strong central structure in this sector. To improve viability of goat farms in Spain, which, for the most part play an important social and environmental role in the less-developed rural areas, it is necessary to establish a series of strategies. These strategies include: (i) strengthening of the central structure in the sector; (ii) improvement in the training and management capacity of goat farmers and cheese makers; (iii) enhancement of promotion and recognition of goat-related products; (iv) taking advantage of the opportunities offered by the new European Union Common Agricultural Policy; (v) improvement of farmers’ quality of life, so that they can maintain their goat operations for future generations; and (vi) increasing development and research activities in this sub-sector of livestock farming.  相似文献

EU expenditures for Rural Development, having increased from 2.9% of the total Common Agricultural Policy (CAP) budget in the 1990s to 12.3% in the beginning of the 2010s, reflect the growing strategic and societal values attached to this policy in addressing the new global challenges for rural areas in the enlarged EU. The analysis of the recent and ongoing reforms shows that Rural Development Programmes (RDP) made substantial progress towards sectoral integration and thematic broadening, and, at the same time, provided continuity of well-established and important measures. Yet, under growing budget constraints, better targeting of funds becomes even more crucial (European Court of Auditors, 2011). Comparing the design and allocation practices of Regional RDPs, however, reveals significant differences in targeting strategies, all too often based on the implementation history and experience of previous periods. Better availability, coordination and digital connectivity of expenditure data and other data sources across the EU encouraged the adoption of the Common Monitoring and Evaluation Framework (CMEF), aimed at more clearly depicting intervention needs and effects at the regional scale (NUTS2–NUTS3) (NUTS (Nomenclature des unités territoriales statistiques) is a EU geocode standard for referencing spatial subunits for statistical purposes). The EU project SPARD (Spatial Analysis of Rural Development Measures) took those data as a starting point to find out more about the causal relationships between RD measure implementation, and their determining factors and impacts with a specific look at their spatial dimension: in which rural development measures is success determined by neighbourhood conditions, and at what scale? SPARD developed and applied new methodological approaches, particularly spatial econometrics, to evaluate selected measures that contribute to improved competitiveness, environmental performance and rural viability. The results are presented in this special issue in four thematic foci:
  • •Analysing RDP performance by applying spatial econometric modelling (theory, procedures, key results) on RDP payments at the national and European scale.
  • •Effectiveness and efficiency of RDP participation towards impacts at the regional scale: an in-depth view of European case studies, specific measures, indicators and shortcomings of the CMEF.
  • •Learning about spatial and non-spatial determinants of participation in RDP.
  • •Experiences and requirements related to the CAP 2020 and the improvement of the CMEF.
Overall, the results emphasise the difficulty of evaluating of RDPs, even when using much more sophisticated instruments than those used in the current evaluation practices. While a lack of appropriate information remains an issue, the experience of SPARD also underscores the challenge of matching the quest for generalised approaches and the need to consider ad hoc local determinants, as well as the trade-off between the benefits of higher precision and the costs of implied information burden.  相似文献

This comment looks at opportunities available to individuals alone or as a member of non-governmental organisations (NGOs) to enforce reserve policy at the EU level to improve the effectiveness of biodiversity conservation. Based on a literature review, recent developments in certain EU policies (i.e., Nature Conservation Policy, Common Agricultural Policy, Regional Policy, Århus—Public Participation and Access to Justice) are assessed by means of a SEPO analysis. SEPO is a French acronym that stands for the successes (succès), failures (echècs), potentials (potentialités), and obstacles (obstacles). This method aims to analyse a situation from four dimensions of the past (successes and failures) and future (potentials and obstacles). The analysis shows different ways in which individuals can contribute to reserve policy enforcement (i.e., by public interest complaint based on private rights) and identifies public funding opportunities for research and management of reserves. Some of these mechanisms have just recently been introduced (e.g., Århus rights and several funding opportunities). Not surprisingly, the widest set of opportunities is provided by the Nature Conservation Policy. The other three policies (Common Agricultural Policy, Regional Policy, Århus—Public Participation and Access to Justice) touch on reserve conservation only in an additional way, either horizontally or vertically. The analysis also identifies inter-linkages between the different policies with regard to reserve conservation, which may be used by individuals to enforce policy either in a protective or cooperative way.  相似文献

The effect of field margins on the yield of sugar beet, wheat and barley was studied on commercial farms and in a series of field experiments from 1992–1997. There was always a trend of increasing yield from the edge of the field to the centre, with a marked reduction around the ‘tramlines’ and the area where machinery turns. In the studies on commercial farms, headland yield loss varied widely. In sugar beet the headlands yielded 19–41% less than the centre, with a mean reduction of 26%. In cereals the range was 3–19%, with a mean loss of 7%. Headland yield reductions were generally smaller in the field experiments than those found on commercial farms. These headland effects did not move towards the centre of the field when grass margins were planted at the edge of the field; there was no significant effect on the yield of the adjacent crop. The presence of boundary trees had the greatest effect on yield: in the outer 9 m of the field, the area shaded by trees produced 4.4 t ha-1 of wheat, and the area that was not shaded 8.1 t ha-1. Turning of machinery also significantly reduced yield, while grazing by rabbits and hares surprisingly had no effect. Following the reform of the Common Agricultural Policy in 1992, the main effect of which was to change from a price support policy to direct payments to producers, farmers in the European Union who produce more than a specified tonnage of ‘eligible crops’ per year, are required to fallow a given percentage of their land (currently 5%), to qualify for Arable Area Payments. Growers can elect to fallow fields on a rotational basis, or permanently. Headland set-aside is a term used to describe strips of set-aside, a minimum of 20 m wide around the edges of fields. In these experiments, the headland effect did not extend beyond 20 m from the field edge. Therefore, particularly in fields with boundary hedges or trees, headland set-aside could effectively remove the poor-yielding area at the field margin.  相似文献

The associations between habitat and other factors that lead to the risk of bovine tuberculosis (bTB) in diary cattle were examined in an unmatched case-control study. Data from 60 herds with recent history of bTB and 60 controls were analysed using logistic regression. The predictors included farmland habitat, topography, indices of badger density and herd size. Information-theoretic approaches were used to identify those predictor variables explaining the greatest variation in cattle herd bTB breakdowns. Reduced risk of bTB was associated with the management of farmland in ways favourable to wildlife conservation, as encouraged by recent (2005) European Common Agricultural Policy reforms.  相似文献

Worldwide, the role of farmlands for biodiversity conservation and the delivery of multiple ecosystem services has been widely acknowledged. In the European Union (EU), societal demands to include environmental conservation concerns within the Common Agricultural Policy (CAP) have resulted in the recognition of the importance of maintaining High Nature Value farmlands (HNVf).HNVf constitute complex social-ecological systems, which owe their nature conservation value to the maintenance of specific, mostly low-intensity farming systems, supporting high levels of species and habitats dependent on agricultural practices. Even though HNVf assessment in space and time is essential to evaluate the effectiveness of Rural Development Programmes, the diversity of rural landscapes across EU, the scarcity of data on farming systems, and the lack of common methodological guidelines has hampered the implementation of HNVf mapping and monitoring across Europe. Thus, there is a pressing need to develop and test methodological approaches that may support HNVf assessment across the EU.The Integrated Administration and Control System (IACS) which is mandatory for all EU Member States constitutes a system for the management and control of CAP payments to farmers. Essentially, IACS comprises high-resolution, spatially explicit information on the type and intensity of agricultural land-use. Even though such data exhibits high thematic, spatial and temporal resolution, IACS has seldom been used, due to significant access restrictions. Here, the potential to use IACS data to support the assessment of HNVf was evaluated within the German Federal State of Lower Saxony by implementing a recently developed methodological framework. Sets of indicators known to be essential for identifying potential HNVf and underlying farming systems (expressing landscape structure and composition, farming systems, and crop diversity), were derived from IACS. Spatial patterns of indicators were analyzed at two different scales to delineate the potential distribution of HNVf across Lower Saxony.Results highlighted that most regions in Lower Saxony were characterized by intensive farming practices including high livestock density, high share of intensive crops and low density of linear elements. Only 3% of the Utilized Agricultural Area (UAA) of Lower Saxony potentially constituted HNVf, with the majority of HNVf coinciding with mosaics of arable and/or permanent crops and semi-natural features under less intensive farming practices. Semi-natural grasslands, partially under agri-environment scheme management contracts, covered roughly 1% of the UAA and were mostly intermingled with other farmland habitats in extensively managed agricultural landscapes.In the context of the EU-wide HNVf assessment, IACS constitutes an important source of data, characterized by a high spatial, thematic and temporal resolution of data collected annually. Whilst having the potential for use in HNVf assessment, some challenges remain, especially due to significant access restrictions. Nevertheless, IACS constitutes a powerful tool to evaluate the extent and condition of HNVf across the EU countryside. Making use of IACS data in such a way could provide a stepping-stone towards achieving a more effective balance between the management and control of CAP support payments and the growing societal demands related to the maintenance and enhancement of farmland biodiversity and ecosystem services.  相似文献

Since 1990, an interdisciplinary and interinstitutional team of scientists has led a research-intervention initiative examining pesticide impacts on agricultural production, human health, and the environment in the highly commercial potato growing province of Carchi, Ecuador. This article synthesizes the key results of that initiative, analyzes the lessons concerning the process of transdisciplinary ecosystems health research from a methodological perspective, and identifies priority future research opportunities. Research on this initiative has covered a broad range of activities with a full spectrum of rural stakeholders. These have included: health studies of the incidence of pesticide poisonings and the neurological impacts of pesticide exposure on farmers and their families; environmental and personal exposure studies; economic studies on the role of pesticides in agricultural production; sociological studies of farmers attitudes, knowledge, and practices related to pesticide use; and participatory interventions to reduce pesticide-related impacts. Research results have shown that pesticide poisoning incidence in the potato growing zones of Carchi, Ecuador match the highest reported rates in the world. A majority of farm household members suffer significant neurological impairment. Economic and participatory research has shown that there are viable alternatives to the use of Class 1 highly toxic pesticides in the zone. Nevertheless, cultural and political factors are impeding substantial changes in current practices. Future research-intervention activities include longitudinal analyses of the health, environmental, and production impacts of participatory interventions, and a scaling up of analyses to encompass other regions in the Andean mountain ecosystem with more limited indicators of key constructs.  相似文献

Abstract

The development of regional law of the sea may be more practical than a new global order for the oceans and may be preferable to the extension of national maritime jurisdictions.

The Common Market has taken two important steps towards creating a European system of maritime law: The Common Fisheries Policy and the EEC Commission's decision of 10 September 1970 to apply the Common Market treaty to the continental shelf. The Common Fisheries Policy of 20 October 1970, opened national territorial waters within the EEC to all Community fishermen and provided the foundation for the generation of Common Market fishing policy. The continental shelf decision brought the exploration and exploitation of hydrocarbons on the shelf within EEC regulations and supervision.

The EEC has begun to co‐ordinate European Law of the Sea negotiations for the Santiago Conference.

Other European organizations (the Bow Group, the Council of Europe, and the Western European Union) have proposed various non‐EED regimes for maritime legislation and co‐operation, but no such non‐EEC proposal seems likely to be implemented. The future of European law of the sea lies with the Common Market which can make an important contribution to European maritime order and provide a model of regional co‐operation for other areas of the globe.  相似文献

Abstract

Tobacco is one of the crops using a lot of pesticides, especially organophosphate and carbamate pesticides. A cross-sectional study was conducted to investigate knowledge, attitudes, and Practices (KAP) related to blood cholinesterase levels related to pesticide use among tobacco farmers. A questionnaire and a reactive-paper finger blood test were completed by 44 tobacco farmers. The results showed that most of the participants were females (75.0%) between 51 and 60 years old (54.5%). Almost 95.5% of respondents acknowledged that they should wear a mask while spraying and most of them read pesticide labels before use (93.2%). Most of the tobacco farmers had moderate level of knowledge and attitudes, 63.6% and 70.5%, respectively and good practice (84.1%). The prevalence of risky levels of blood cholinesterase among tobacco farmers in the study area was high. The study found a strongly significant association between level of knowledge and blood cholinesterase level (P < 0.001). Policy implementation and risk communication will be introduced to the community in order to develop a safety program. Government authorities should be provided with the appropriate recommendations regarding pesticide exposure of tobacco farmers in this area.  相似文献

Within the frame of the EU Common Agricultural Policy, most countries subsidise the establishment and maintenance of perennial flower strips on arable land within Agri-Environmental Schemes to provide foraging habitats and refuges for wildlife.In a replicated field experiment, we studied the effects of different types of seed mixtures on the establishment and maintenance of perennial flower strips on fertile arable land in the federal state of Saxony-Anhalt, Germany over seven years. The seed mixtures were commonly applied within recent Common Agricultural Policy funding periods: (1) a low-diversity cultivar standard seed mixture (CULTIVAR), (2) a high-diversity cultivar and native plant mixture (MIX), and (3) a high-diversity native plant mixture (WILDFLOWER). All plots were mulched every year in March and at the beginning of August.The low success of CULTIVAR triggered the massive encroachment of spontaneously established perennial grasses. In MIX, too, cultivars have disappeared after the first year. Both wildflower variants were successful in maintaining a high cover of sown perennial native forbs and a high ratio of established sown species, even after seven years. WILDFLOWER always tended to show better values than MIX. Furthermore, spontaneously establishing species began to spread their cover in MIX in the fifth year, with a very strongly increasing tendency, whereas in WILDFLOWER cover of spontaneously immigrating species stayed satisfyingly low.Using native wildflowers to establish perennial wildflower strips was very effective in maintaining high species diversity within the Agri-Environmental Schemes funding period of five years and beyond. WILDFLOWER was especially successful. On the other hand, CULTIVAR failed completely. On fertile soils in regions with rather low yearly precipitation, mulching twice a year supported the maintenance of perennial wildflower strips.  相似文献

农业碳排放已经成为我国温室气体排放的第二大来源,不仅给农业减排工作带来巨大压力,还严重影响我国粮食安全和农业可持续发展。当前我国低碳农业技术并没有得到大面积推广,这与农户对低碳农业政策的认知密切相关。因此,如何促进农户采纳以绿色、可持续为目标的低碳农业技术,成为实现农业碳减排的关键。本研究基于江汉平原704户农户的调研数据,运用熵值法和Heckman样本选择模型,从农户政策了解程度、政策参与程度、政策满意程度3个维度出发,构建了基于全过程视角的农户低碳政策认知变量,实证分析农户全过程政策认知对其低碳农业技术采纳行为的影响。结果表明: 农户低碳政策认知整体水平有待提高,农户的政策认知整体水平仅为1.89;农户对单项低风险、高效益的低碳农业生产技术采纳率较高,但对多项的低碳农业技术采纳程度偏低,平均采纳程度仅为1.62;农户政策认知对其低碳农业技术采纳与否、采纳程度均有显著性的正向影响。据此提出加大低碳农业技术政策宣传力度、完善低碳农业技术培训、提高专项补贴标准等政策建议。  相似文献

The development of forward scenarios is a useful method of envisaging the environmental implications of potential changes in land use, as a tool for policy development. In this paper, a spatially explicit case study is used to provide insight into the environmental impacts of Common Agricultural Policy reform on Skylark Alauda arvensis, a species which is widespread on arable farmland, breeds in crops and has declined in recent decades. A generalized linear mixed model was used to estimate Skylark breeding population densities in different crops, using survey data collected from farms in the east of England, supplemented by the literature. Model outputs were then used to predict Skylark densities in an East Anglian Joint Character Area dominated by arable cropping. Predicted densities were mapped at field level using GIS, based on actual cropping derived from Integrated Administration and Control System data collected for the administration of subsidy payments. Three future scenarios were then created, based on expert opinion of potential changes in cropping over the next 5 years, and potential changes in Skylark density mapped on the basis of the predicted changes in cropping patterns. Overall, Skylark densities were predicted to decrease on average by 11–14% under ‘market‐led’ (increasing wheat and oilseed rape, reduced set‐aside) and ‘energy crop’ (5% area under short rotation coppice) scenarios, but remained virtually unchanged under an ‘environment‐led’ (diverse cropping) scenario. The ‘market‐led’ scenario is closest to short‐term agricultural trajectories, but wider cultivation of biomass energy crops as modelled under the ‘energy crop’ scenario could occur in the medium term if energy policies are favourable. Appropriate mitigation strategies therefore need to be implemented if a continued decline in the Skylark population on lowland arable farmland is to be averted. The results provide a readily accessible visualization of the potential impacts of land‐use change for policy‐makers; similar techniques could be applied to visualize effects of changes arising through other drivers, including climate change.  相似文献

A key challenge for countries like Ireland up to 2030 is to produce sufficient supplies of food, feed and fuel, without compromising on public health or negatively impacting the environment. As we progress through the technology era, certain agricultural technologies [e.g. genetically modified (GM) crops] have been championed to maximise production while minimising environmental impact. Yet, multiple arguments have been made to counter such a claim, which has led to a polarisation of opinions and a plethora of generic commentaries being made in regard to the impact of this technology. Yet, few studies within the European Union (EU) have conducted a critical needs analysis to assess the potential of specific GM traits in light of issues, such as climate change, increased environmental legislation (e.g. EU Water Framework, Nitrates Directive, proposed reform to the Pesticide Directive and Common Agricultural Policy reform), mitigating biodiversity loss and sustainable biofuel production. The goal of this study is to collate a register of GM traits such that a list of potential GM crops could be prioritised against the backdrop of the challenges facing the tillage sector. Clearly, the crops with the most significant potential for genetic modification are those that are grown widely and/or receive high applications of pesticides and fertilisers (e.g. potato, wheat, barley and maize). GM traits with significant agronomic potential include late blight resistant potato, Fusarium head blight resistant wheat and Septoria resistant wheat and herbicide‐tolerant winter oilseed rape and maize. Following on from these, crops with enhanced nitrogen‐use efficiency could provide significant input to the tillage sector in light of EU‐based restrictions on nitrogen usage, crops with elevated protein content could offset the costs of imported animal feed and crops with modified oil content/lignocellulose composition could assist in biodiesel/bioenergy production at a regional level. This study is relevant to other European countries that cultivate similar crops and like Ireland, are facing multiple challenges to their tillage sector in the near future.  相似文献

A large proportion of European biodiversity today depends on habitat provided by low‐intensity farming practices, yet this resource is declining as European agriculture intensifies. Within the European Union, particularly the central and eastern new member states have retained relatively large areas of species‐rich farmland, but despite increased investment in nature conservation here in recent years, farmland biodiversity trends appear to be worsening. Although the high biodiversity value of Central and Eastern European farmland has long been reported, the amount of research in the international literature focused on farmland biodiversity in this region remains comparatively tiny, and measures within the EU Common Agricultural Policy are relatively poorly adapted to support it. In this opinion study, we argue that, 10 years after the accession of the first eastern EU new member states, the continued under‐representation of the low‐intensity farmland in Central and Eastern Europe in the international literature and EU policy is impeding the development of sound, evidence‐based conservation interventions. The biodiversity benefits for Europe of existing low‐intensity farmland, particularly in the central and eastern states, should be harnessed before they are lost. Instead of waiting for species‐rich farmland to further decline, targeted research and monitoring to create locally appropriate conservation strategies for these habitats is needed now.  相似文献

Meeting the world’s growing energy demand through bioenergy production involves extensive land-use change which could have severe environmental and social impacts. Second generation bioenergy feedstocks offer a possible solution to this problem. They have the potential to reduce land-use conflicts between food and bioenergy production as they can be grown on low quality land not suitable for food production. However, a comprehensive impact assessment that considers multiple ecosystem services (ESS) and biodiversity is needed to identify the environmentally best feedstock option, as trade-offs are inherent. In this study, we simulate the spatial distribution of short rotation coppices (SRCs) in the landscape of the Mulde watershed in Central Germany by modeling profit-maximizing farmers under different economic and policy-driven scenarios using a spatially explicit economic simulation model. This allows to derive general insights and a mechanistic understanding of regional-scale impacts on multiple ESS in the absence of large-scale implementation. The modeled distribution of SRCs, required to meet the regional demand of combined heat and power (CHP) plants for solid biomass, had little or no effect on the provided ESS. In the policy-driven scenario, placing SRCs on low or high quality soils to provide ecological focus areas, as required within the Common Agricultural Policy in the EU, had little effect on ESS. Only a substantial increase in the SRC production area, beyond the regional demand of CHP plants, had a relevant effect, namely a negative impact on food production as well as a positive impact on biodiversity and regulating ESS. Beneficial impacts occurred for single ESS. However, the number of sites with balanced ESS supply hardly increased due to larger shares of SRCs in the landscape. Regression analyses showed that the occurrence of sites with balanced ESS supply was more strongly driven by biophysical factors than by the SRC share in the landscape. This indicates that SRCs negligibly affect trade-offs between individual ESS. Coupling spatially explicit economic simulation models with environmental and ESS assessment models can contribute to a comprehensive impact assessment of bioenergy feedstocks that have not yet been planted.  相似文献
