The U.S. Environmental Protection Agency's (EPA's), Environmental Monitoring and Assessment Program (EMAP) is developing a landscape-level conceptual model to evaluate the condition of depressional (basin-type) wetlands in the prairie pothole region (PPR) of the United States. This effort is underway to determine the current condition of the Nation's wetlands and to track how it is improving or degrading over time, as well as to identify management priorities over major geographic areas. The depressional wetlands in the PPR were selected by EMAP both because of the importance of this region for waterfowl and because of the efforts currently being conducted by federal agencies and academic institutions in this region. The PPR provides nesting habitat for more than 15 species of ducks, and supports as much as half of the total production of dabbling and diving ducks in North America. Wetlands in this area became a vulnerable resource after extensive draineage in the 1800s. We propose a conceptual model that represents a framework for guiding the development of ecological indicators, research activities, and data collection for the evaluation of wetland conditions. In princple, this conceptual model is applicable to wetlands in any part of the world.  相似文献

U.S. Environmental Protection Agency wetland regulators appear to use monetary estimates of the societal value of wetlands relatively infrequently in Section 404 permit review, enforcement, and compensatory mitigation-related activities. While 52 % of surveyed EPA regulators had used such estimates at least once, only 3 % reported using them frequently. Forty-eight percent said they never used them. Survey respondents indicated that their use of such estimates is inhibited by a lack of relevant information, uncertainty about the scientific validity of estimates, and concerns about the scientific and legal defensibility of estimate use. Respondents said they would be more apt to use estimates in regulatory activities if they perceived agency approval for such use and had access to training and best practices. The barriers and inducements EPA regulators cited largely accord with the literature on the science-policy divide and with the argument that regulatory use of valuation estimates may be inappropriate because research in this arena is not sufficiently advanced.  相似文献

The U.S. EPA is developing a new monitoring program, the Environmental Monitoring and Assessment Program (EMAP), to monitor and assess the ecological health of major ecosystems, including surface waters, forests, near-coastal waters, wetlands, agricultural lands, arid lands, and the Great Lakes, in an integrated, systematic manner. The program is designed to operate at regional and national scales, for decades, and to evaluate the extent and condition of entire ecological resources. EMAP has a common sampling framework for all resource types. The frame consists of a systematic grid of about 12,500 points in the conterminous United States that can be subdivided into subgrids of varying densities. A subset of 3,200 40 km2 hexagons will be selected for field sampling of surface water resources. A four-year resampling cycle will allow approximately 800 lakes and 800 stream sites to be evaluated annually. Ecological assessments for surface waters will address three environmental values of concern: biotic integrity, fishability, and trophic state. The focus will be on biological assemblages, including fish, zooplankton, macroinvertebrates, birds and diatoms, as response indicators of ecological condition.  相似文献

In the semi-arid western U.S., rivers and streams are becoming increasingly stressed and degraded, and wetlands lost, due to human development and associated management policies and actions that are generally ineffective for aquatic resources protection and restoration. There is often a significant disconnect between policy and management with science that leads to continued degradation of surface waters. Recent Supreme Court decisions and subsequent U.S. Army Corps of Engineers and Environmental Protection Agency guidance regarding determination of jurisdiction as ‘waters of the US’ that can be protected under Clean Water Act Section 404 (permitting discharge of dredged and fill materials into wetlands and other waters) is an example of this gap. This study identifies and evaluates key science and policy integration issues for stream and wetland jurisdictional determinations (JDs) in a semi-arid region of the western U.S., including much of the Rocky Mountains, Great Plains and Colorado Plateau. Issues discussed include identification and evaluation of navigable waters, hydrologic permanence/flow duration of perennial and intermittent/ephemeral streams, stream order, significant nexus, aggregation of waters and effects, human impacts and changes, resource inventories and tools, and JD outcomes. Recommendations are also presented to help address the identified issues for more effective management.  相似文献

A pilot-scale wetland was constructed along Steamboat Creek (SBC) at the Truckee Meadows Water Reclamation Facility (TMWRF), Sparks, Nevada. SBC is a major non-point source of total nitrogen (TN) for the Truckee River. In this study, four (16.2 m2) parallel wetland trains with two different experimental designs were utilized to assess seasonal variations in TN. The experimental designs included: (1) SBC water and SBC sediments (Configuration-1) and (2) TMWRF effluent and SBC sediments (Configuration-2). Over a period of 2 years, the TN in both designs was routinely monitored. TN was reduced by an average of 47% (0.60 mg/l) in Configuration-1 and an average of 24% (0.39 mg/l) in Configuration-2. Nitrogen speciation was an important factor influencing the effectiveness of nitrogen removal within the wetland system. Ammonia-N (NH3-N) and nitrate plus nitrite nitrogen ((NO3 + NO2)-N) were removed more effectively than organic nitrogen. The results obtained from this pilot-scale wetland system suggest that a proposed large-scale constructed wetlands system along SBC would be expected to overall reduce TN loading into the Truckee River from 19 to 30% on an annual basis. Understanding and characterizing risks to children has been the focus of considerable research efforts at the U.S. Environmental Protection Agency (EPA). Potential health risks resulting from environmental exposures before conception and during pre‐ and postnatal development are often difficult to recognize and assess because of a potential time lag between the relevant periods of exposure during development and associated outcomes that may be expressed at later lifestages. Recognizing this challenge, a lifestage approach for assessing exposure and risk is presented in the recent EPA report titled A Framework for Assessing Health Risks of Environmental Exposures to Children (U.S. EPA, 2006 ). This EPA report emphasizes the need to account for the potential exposures to environmental agents during all stages of development, and consideration of the relevant adverse health outcomes that may occur as a result of such exposures. It identifies lifestage‐specific issues associated with exposure characterization for regulatory risk assessment, summarizes the lifestage‐specific approach to exposure characterization presented in the Framework, and discusses emerging research needs for exposure characterization in the larger public‐health context. This lifestage approach for characterizing children's exposures to environmental contaminants ensures a more complete evaluation of the potential for vulnerability and exposure of sensitive populations throughout the life cycle. Actions to improve local water or air quality are likely to combine collective benefits with specific costs. This suggests that the variations among communities in their actions to improve water quality will involve opposition from industries bearing the specific costs. The use of Environmental Protection Agency (EPA)-funded matching grants for sewerage construction by large U.S. cities varies inversely with the imputed opposition from polluting industries. Use also increases with assessed need and with the extent of certain resources, including the credit rating. Matching grants funded by the Department of Housing and Urban Development (HUD) are not likely to have such specific costs, and imputed opposition does not affect their distribution. When location and the growth rate are controlled, use of restrictions and surcharges on industrial wastes increases with imputed opposition. It is possible that industries influence the specific regulations. Alternative explanations of the statistical relationship between opposition and EPA grant use are discussed.This research was partially supported by Department of Commerce Grants 2-35227 and 04-3-158-45 to the University of Southern California Sea Grant Program.  相似文献

Chrysophyte scale assemblages were analyzed in the surface sediments (0–1 cm) of 146 lakes sampled in the U.S. Environmental Protection Agency's (EPA) Environmental Monitoring and Assessment Program–Surface Waters (EMAP-SW) in the northeastern U.S.A. Chrysophyte data from the EMAP lakes were combined with a previous study of 71 Adirondack PIRLA (Paleoecological Investigation of Recent Lake Acidification) lakes and collectively analyzed to examine the indicator potential of scaled chrysophytes in the northeastern U.S.A. with respect to several environmental variables. Canonical correspondence analysis (CCA) was used to determine which environmental variables influenced the distributions of species. Forward selection and Monte Carlo permutation tests showed that 51% of the variance in the chrysophyte assemblages was related to pH. The other six significant variables (conductivity, chloride, total phosphorus [TP], elevation, lake depth, and watershed area) contributed an additional 31% of the total (82%) variance explained by the seven forward-selected variables. Similar to previous studies, many taxa showed distinct distribution patterns with respect to pH. Partial and constrained CCAs indicated that, although all seven variables explained significant proportions of variation in the species data, a reliable inference model could be developed only for lake-water pH. The strength of this model ( R 2= 0.78, RMSEboot= 0.47 of a pH unit) is comparable to a recently constructed diatom-based model for the EMAP lakes. The use of both models in paleolimnological and biomonitoring studies would be advantageous because they would provide two independent lines of evidence of environmental change.  相似文献

Ecotoxicity assessment is essential before placing new chemical substances on the market. An investigation of the use of the chromatographic retention (log k) in biopartitioning micellar chromatography (BMC) as an in vitro approach to evaluate the toxicity in fish of pesticides (acute toxicity levels as pLC(50)) is proposed. A heterogeneous data set of 85 pesticides from six chemical families with available experimental fish toxicity data (ECOTOX database from U.S. Environmental Protection Agency (EPA)) was used. For pesticides exhibiting non-polar narcosis mechanism in fish (non-specific toxicity), more reliable models and precise pLC(50) estimations are obtained from log k (quantitative retention-activity relationships, QRAR) than from log P (quantitative structure-activity relationships, QSAR) or ECOSAR (ECOSAR program from U.S. EPA).  相似文献

A statewide condition assessment of North Dakota wetlands in the summer of 2011 was conducted as part of the U.S. Environmental Protection Agency's National Wetland Condition Assessment (NWCA). Two other wetland condition assessments, the Index of Plant Community Integrity (IPCI) and North Dakota Rapid Assessment Method (NDRAM), were also completed at each wetland. Previous studies have identified how the distinct signatures of stable isotopes can be used to determine different land uses, anthropogenic impacts, nutrient cycling, and biological processes. To evaluate if these relationships existed in northern prairie wetlands, the data collected from the wetland assessments were compared with the natural abundance of soil nitrogen (δ15N) isotopes. Wetland soil δ15N was significantly higher (isotopically heavier) in wetlands surrounded by cropland compared to those surrounded by idle or grazed/hayed grasslands, possibly reflecting anthropogenic impacts and multiple nitrogen sources. Soil δ15N was significantly correlated with floristic quality, IPCI scores, NDRAM scores, and average buffer width, indicating that soil δ15N values may be representative of wetland condition. Soil δ15N exhibited significant differences among wetland types, although limited sample sizes of certain wetland types may have affected this result. Additional studies on the natural abundance of wetland soil isotopes need to be performed in northern prairie wetlands. This study is the first step in exploring the potential applications of wetland soil nitrogen isotopes regarding wetland assessment and surrounding land use and provides important insight for future studies.  相似文献

Ecological risk assessment grew from earlier efforts of federalagencies to protect human health from chemical releases. Overthe past several years, the U.S. Environmental Protection Agency(U.S. EPA) adapted the human health paradigm for use in protectingecological end-points, including ecosystems such as the ChesapeakeBay. The Bay restoration effort may be seen as an ecologicalrisk assessment in the sense that the program participants followedthe paradigm developed by U.S. EPA. This analysis of the programand risk assessment process provides an additional perspectiveon the success and efficacy of the Bay restoration efforts.Early efforts to determine the problems in the Bay system targetedhypoxia, habitat deterioration and natural resource degradationfor corrective actions. Additional monitoring and data gatheringrefined and focused program efforts on hypoxia caused by nutrientenrichment. 修复重金属污染土壤一直是国际上的难点和热点研究课题.目前常用的污染场地修复技术主要包括挖掘、稳定/固化(solidification/stabilization,S/S)、化学淋洗、气提、热处理、生物修复等.本文在参考美国环境保护署(EPA)、英国环境署的S/S技术规范、国内外发明专利基础上,对S/S的概念、国内外发展现状及今后的发展方向进行了系统论述.固定化技术通过把污染物囊封入惰性基材中,或在污染物外面加上低渗透性的材料,来减少污染物暴露的淋滤面积以达到限制污染物迁移的目的.稳定化技术是从改变污染物的有效性出发,将污染物转化为不易溶解、迁移能力或毒性更小的形式.S/S技术包括:水泥固化、石灰火山灰固化、塑性材料包容固化、玻璃化技术、药剂稳定化.在稳定化技术中,加入药剂的目的是改变土壤的物理、化学性质,通过pH控制技术、氧化还原电势技术、沉淀技术、吸附技术、离子交换技术等改变重金属在土壤中的存在状态,从而降低其生物有效性和迁移性.本文还论述了S/S修复效果评价方法,并指出需加强S/S技术中的分子键合技术、土聚合物以及我国的S/S技术导则制定等工作.  相似文献

The Waste Isolation Pilot Plant (WIPP) is under development by the U.S. Department of Energy as a geologic (i.e., deep underground) disposal facility for transuranic waste. An analysis is presented of possible radiation exposures associated with inadvertent drilling intrusions through the WIPP using future drilling rates obtained in accordance with requirements specified by the U.S. Environmental Protection Agency (EPA) in 40 CFR 194, Subpart B. The analysis attempts to maintain a separation between stochastic (i.e., aleatory) and subjective (i.e., epistemic) uncertainty as implied in the EPA regulations 40 CFR 191, Subpart B, and 40 CFR 194. The results of the analysis are presented as distributions of complementary cumulative distribution functions (CCDFs) for radiation exposure to oil field workers, where the individual CCDFs arise from stochastic uncertainty (i.e., many possible patterns of drill ing intrusions are possible over the 10,000?yr period specified in 40 CFR 191, Subpart B) and the distributions of CCDFs arise from subjective uncertainty (i.e., many inputs to the analysis have fixed, but poorly known, values). The projected radiation exposures during the 10,000?yr period following decommissioning of the WIPP in the year 2033 were found to be small (typically less than 0.001 person-Sv), with the dominant exposure pathway being the incidental ingestion of contaminated dirt by drilling crew members.  相似文献

This study was part of an effort by the U.S. Environmental Protection Agency to quantitatively assess the environmental quality or health of wetland resources on regional and national scales. During a two-year pilot study, we tested selected indicators of wetland quality in the U.S. portion of the prairie pothole region (PPR). We assumed that the amount of cropland versus non-cropland (mostly grassland) in the plots containing these basins was a proxy for their quality. We then tested indicators by their ability to discriminate between wetlands at the extremes of that proxy. Amounts of standing dead vegetation were greater in zones of greater water permanence. Depth of litter was greater in zones of greater water permanence and in zones of basins in poor-quality watersheds. Amounts of unvegetated bottom were greater in basins in poor-quality watersheds; lesser amounts occurred in all wetlands during a wetter year. Greater amounts of open water occurred during a wetter year and in zones of greater water permanence. When unadjusted for areas (ha) of communities, plant taxon richness was higher in wet-meadow and shallow-marsh zones in good-quality watersheds than in similar zones in poor-quality watersheds. Wet-meadow zones in good-quality watersheds had greater numbers of native perennials than those in poor-quality watersheds. This relation held when we eliminated all communities in good-quality watersheds larger than the largest commnities in poor-quality watersheds from the data set. We conclude that although amounts of unvegetated bottom and plant taxon richness in wet-meadow zones were useful indicators of wetland quality during our study, the search for additional such indicators should continue. The value of these indicators may change with the notoriously unstable hydrological conditions in the PPR. Most valuable would be indicators that could be photographed or otherwise remotely sensed and would remain relatively stable under various hydrological conditions. An ideal set of indicators could detect the absence of stressors, as well as the presence of structures or functions, of known value to major groups of organisms.  相似文献

On August 3, 1996, the Food Quality Protection Act of 1996 (FQPA) was signed into law. The FQPA instructed the U.S. Environmental Protection Agency, in making its “reasonable certainty of no harm” finding, that in “the case of threshold effects,…an additional tenfold margin of safety…shall be applied for infants and children to take into account potential pre- and postnatal toxicity and completeness of data with respect to exposure and toxicity to infants and children.” The law further states that “the Administrator may use a different margin of safety……only if, on the basis of reliable data, such margin will be safe for infants and children.” This paper describes how the Office of Pesticide Programs of the U.S. Environmental Protection Agency proposes to implement this legislative mandate in its 1999 draft.  相似文献

Synopsis Specialized life-history attributes of the cyprinodontiform fish, Rivulus marmoratus, allow continuous life cycle testing to reveal effects of chemicals or environmental stresses upon fertilization, fecundity, egg viability, embryonic development, sex ratios, frequency of growth or skeletal anomalies, as well as other biological markers. This study reports responses in fecundity, viability of embryos, and skeletal anomalies during and after exposure of parental fish to the plasticizer, di-n-butylphthalate (DBP). Skeletal anomalies among offspring were classified as mild, moderate, or severe compared with non-deformed normal offspring. The frequency of skeletal anomalies increased from 4% (all categories combined) in controls, to 10% and 19% of the offspring from adults exposed to 1 and 2 mg I-1 DBP, respectively. DBP treatment was conducted over a 21 week interval, followed by a 9 week post-treatment observation interval. During post-treatment, frequency of skeletal anomalies decreased to less than 5% in all groups. Contributions No. 610, Environmental Research Laboratory, Gulf Breeze, Florida 32561 U.S.A. Fuel economy has been an effective indicator of vehicle greenhouse gas (GHG) emissions for conventional gasoline‐powered vehicles due to the strong relationship between fuel economy and vehicle life cycle emissions. However, fuel economy is not as accurate an indicator of vehicle GHG emissions for plug‐in hybrid (PHEVs) and pure battery electric vehicles (EVs). Current vehicle labeling efforts by the U.S. Environmental Protection Agency (EPA) and Department of Transportation have been focused on providing energy and environmental information to consumers based on U.S. national average data. This article explores the effects of variations in regional grids and regional daily vehicle miles traveled (VMT) on the total vehicle life cycle energy and GHG emissions of electrified vehicles and compare these results with information reported on the label and on the EPA's fuel economy Web site. The model results suggest that only 25% of the life cycle emissions from a representative PHEV are reflected on current vehicle labeling. The results show great variation in total vehicle life cycle emissions due to regional grid differences, including an approximately 100 gram per mile life cycle GHG emissions difference between the lowest and highest electric grid regions and up to a 100% difference between the state‐specific emission values within the same electric grid regions. Unexpectedly, for two regional grids the life cycle GHG emissions were higher in electric mode than in gasoline mode. We recommend that labels include stronger language on their deficiencies and provide ranges for GHG emissions from vehicle charging in regional electricity grids to better inform consumers.  相似文献
