Background, Aims and Scope During the combustion of municipal solid waste (MSW), energy is produced which can be utilized to generate electricity. However, electricity production from incineration has to be evaluated from the point view of the environmental performance. In this study, environmental impacts of electricity production from waste incineration plant in Thailand are compared with those from Thai conventional power plants. Methods The evaluation is based on a life cycle perspective using life cycle assessment (LCA) as the evaluation tool. Since MSW incineration provides two services, viz., waste management and electricity production, the conventional power production system is expanded to include landfilling without energy recovery, which is the most commonly used waste management system in Thailand, to provide the equivalent function of waste management. Results The study shows that the incineration performs better than conventional power plants vis-à-vis global warming and photochemical ozone formation, but not for acidification and nutrient enrichment. Discussion There are some aspects which may influence this result. If landfilling with gas collection and flaring systems is included in the analysis along with conventional power production instead of landfilling without energy recovery, the expanded system could become more favorable than the incineration in the global warming point of view. In addition, if the installation of deNOx process is employed in the MSW incineration process, nitrogen dioxide can be reduced with a consequent reduction of acidification and nutrient enrichment potentials. However, the conventional power plants still have lower acidification and nutrient enrichment potentials. Conclusions The study shows that incineration could not play the major role for electricity production, but in addition to being a waste management option, could be considered as a complement to conventional power production. To promote incineration as a benign waste management option, appropriate deNOx and dioxin removal processes should be provided. Separation of high moisture content waste fractions from the waste to be incinerated and improvement of the operation efficiency of the incineration plant must be considered to improve the environmental performance of MSW incineration. Recommendations This study provides an overall picture and impacts, and hence, can support a decision-making process for implementation of MSW incineration. The results obtained in this study could provide valuable information to implement incineration. But it should be noted that the results show the characteristics only from some viewpoints. Outlook Further analysis is required to evaluate the electricity production of the incineration plant from other environmental aspects such as toxicity and land-use.  相似文献

基于混合生命周期评价(Hybrid life cycle assessment,HLCA)提出一种改进生态效率模型,系统评价卫生填埋、卫生填埋⁃填埋气利用、焚烧发电、堆肥+卫生填埋和堆肥+焚烧发电5种我国典型生活垃圾处理情景的生态效率,并探究可持续性包含的环境、经济和社会多维权衡关系。结果表明,具有最大生态效率的生活垃圾处理情景因可持续性维度选取不同而异,如考虑人体健康损害影响,焚烧发电情景具有最大经济生态效率,而卫生填埋⁃填埋气利用情景具有最大社会生态效率。生活垃圾处理系统的可持续性评价维度之间具有显著的权衡关系,忽略某些影响类型可能带来问题转移。5种生活垃圾处理情景的环境影响各异,非焚烧情景气候变化影响和焚烧情景人体毒性影响突出。机器设备和燃料使用对资源消耗影响贡献最大,而生活垃圾处理过程对经济效益和其他环境影响贡献最大。本文提出的改进生态效率模型可以定量评价生活垃圾管理系统生态效率及权衡关系,为有效制定生活垃圾管理政策提供全面的信息支持。  相似文献

Waste management and declining soil fertility are the two main issues experienced by all developing nations, like India. Nowadays, agricultural utilization of Municipal Solid Waste (MSW) is one of the most promising and cost effective options for managing solid waste. It is helpful in solving two current burning issues viz. soil fertility and MSW management. However, there is always a potential threat because MSW may contain pathogens and toxic pollutants. Therefore, much emphasis has been paid to composting of MSW in recent years. Application of compost from MSW in agricultural land helps in ameliorating the soil’s physico-chemical properties. Apart from that it also assists in improving biological response of cultivated land. Keeping the present situation in mind, this review critially discusses the current scenario, agricultural utilization of MSW compost, role of soil microbes and soil microbial response on municipal solid waste compost application.  相似文献

Purpose

Municipal solid waste (MSW) can be handled with several traditional management strategies, including landfilling, incineration, and recycling. Ethanol production from MSW is a novel strategy that has been proposed and researched for practical use; however, MSW ethanol plants are not widely applied in practice. Thus, this study has been conducted to analyze and compare the environmental and economic performance of incineration and ethanol production as alternatives to landfilling MSW.

Methods

The ISO 14040 life cycle assessment framework is employed to conduct the environmental impact assessment of three different scenarios for the two MSW management strategies based on processing 1 ton of MSW as the functional unit. The first scenario models the process of incinerating MSW and recovering energy in the form of process heat; the second scenario also includes the process of incinerating MSW but yields in the recovery of energy in the form of electricity; and the third scenario models the process of converting MSW into ethanol. The economic impacts of each scenario are then assessed by performing benefit-to-cost ratio (BCR) and net present value (NPV) analyses.

Results and discussion

The results from the environmental impact assessment of each scenario reveal that scenario 2 has the highest benefits for resource availability while scenario 3 is shown to be the best alternative to avoid human health and ecosystems diversity impacts. Scenario 1 has the worst environmental performance with respect to each of these environmental endpoint indicators and has net environmental impacts. The results of the economic analysis indicate that the third scenario is the best option with respect to BCR and NPV, followed by scenarios 2 and 1, respectively. Furthermore, environmental and economic analysis results are shown to be sensitive to MSW composition.

Conclusions

It appears municipalities should prefer MSW incineration with electricity generation or MSW-to-ethanol conversion over MSW incineration with heat recovery as an alternative to landfilling. The contradiction between the environmental impact assessment results and economic analysis results demonstrates that the decision-making process is sensitive to a broad set of variables. Decisions for a specific MSW management system are subject to facility location and size, MSW composition, energy prices, and governmental policies.  相似文献

Background

In 2004, Afghanistan pioneered a balanced scorecard (BSC) performance system to manage the delivery of primary health care services. This study examines the trends of 29 key performance indicators over a 5-year period between 2004 and 2008.

Methods and Findings

Independent evaluations of performance in six domains were conducted annually through 5,500 patient observations and exit interviews and 1,500 provider interviews in >600 facilities selected by stratified random sampling in each province. Generalized estimating equation (GEE) models were used to assess trends in BSC parameters. There was a progressive improvement in the national median scores scaled from 0–100 between 2004 and 2008 in all six domains: patient and community satisfaction of services (65.3–84.5, p<0.0001); provider satisfaction (65.4–79.2, p<0.01); capacity for service provision (47.4–76.4, p<0.0001); quality of services (40.5–67.4, p<0.0001); and overall vision for pro-poor and pro-female health services (52.0–52.6). The financial domain also showed improvement until 2007 (84.4–95.7, p<0.01), after which user fees were eliminated. By 2008, all provinces achieved the upper benchmark of national median set in 2004.

Conclusions

The BSC has been successfully employed to assess and improve health service capacity and service delivery using performance benchmarking during the 5-year period. However, scorecard reconfigurations are needed to integrate effectiveness and efficiency measures and accommodate changes in health systems policy and strategy architecture to ensure its continued relevance and effectiveness as a comprehensive health system performance measure. The process of BSC design and implementation can serve as a valuable prototype for health policy planners managing performance in similar health care contexts. This report compares and considers the merits of existing, internationally available quality management systems suitable for implementation in experimental animal facilities. These are: the Good Laboratory Practice Guidelines, ISO 9000:2000 (International Organization for Standardization) and AAALAC International (Association for Assessment and Accreditation of Laboratory Animal Care International). Good laboratory practice (GLP) is a legal requirement for institutions undertaking non-clinical health and environmental studies for the purpose of registering or licensing for use and which have to be 'GLP-compliant'. GLP guidelines are often only relevant for and obtainable by those institutions. ISO is primarily an external business standard, which provides a management tool to master and optimize a business activity; it aims to implement and enhance 'customer satisfaction'. AAALAC is primarily a peer-reviewed system of accreditation which evaluates the organization and procedures in programmes of animal care and use to ensure the appropriate use of animals, safeguard animal well-being (ensuring state-of-the-art housing, management, procedural techniques, etc.) as well as the management of health and safety of staff. Management needs to determine, on the basis of a facility's specific goals, whether benefits would arise from the introduction of a quality system and, if so, which system is most appropriate. The successful introduction of a quality system confers peer-recognition against an independent standard, thereby providing assurance of standards of animal care and use, improving the quality of animal studies, and contributing to the three Rs-reduction, refinement and replacement.  相似文献

Tools based on Life Cycle Thinking (LCT) are routinely used to assess the environmental and economic performance of integrated municipal solid waste (MSW) management systems. Life Cycle Assessment (LCA) is used to quantify the environmental impacts, whereas Life Cycle Costing (LCC) allows financial and economic assessments. These tools require specific experience and knowledge, and a large amount of data.The aim of this project is the definition of an indicator for the assessment of the environmental and economic sustainability of integrated MSW management systems. The challenge is to define a simple but comprehensive indicator that may be calculated also by local administrators and managers of the waste system and not only by scientists or LCT experts.The proposed indicator is a composite one, constituted by three individual indicators: two of them assess the environmental sustainability of the system by quantifying the achieved material and energy recovery levels, while the third one quantifies the costs. The composite indicator allows to compare different integrated MSW management systems in an objective way, and to monitor the performance of a system over time.The calculation of the three individual indicators has been tested on the integrated MSW management systems of the Lombardia Region (Italy) as well as on four of its provinces (Milano, Bergamo, Pavia, and Mantova).  相似文献

Performance indicators (PIs) are essential in the benchmarking process used to rate and rank water companies. However, a set of individual PIs does not provide a holistic assessment of company performance from multiple perspectives. A multidimensional evaluation of the performance of water companies can be achieved by aggregating the PIs into a synthetic indicator. Although the concept of sustainability involves economic, environmental and social criteria, most of the previous studies have not considered these three dimensions simultaneously. This paper discusses a process of indicator aggregation using two approaches based on multi-criteria decision analysis to evaluate and compare the sustainability of water companies from a holistic perspective. A synthetic indicator embracing economic, environmental and social PIs was computed for a sample of 154 Portuguese water companies. Both methods yielded similar rankings of water company sustainability. The techniques and results presented in this paper may be utilized as a means of improving the benchmarking process in regulated water industries, as well as providing valuable contributions to decision-makers on the most efficient steps for improving the sustainability of urban water services.  相似文献

Quality control and standardized preservation methods are essential in the field of transplantation. The International Organization for Standardization (ISO) has established a common set of manufacturing, trade and communications standards that are applicable worldwide and that provide the basis of a quality plan for Tissuebreak Banks.The Sectorial Tissue Banking (STB) of the Regional Blood Transfusion Center (RBTC) of Córdoba (Spain) is a non-profit-making tissue bank, established in 1992 to provide tissues for surgical procedures to the hospitals in a regional area. In 1998, the STB as a part of the RBTC embarked upon the path of becoming ISO-certified: after two years of the implementation of the project, STB attained ISO 9002 certification, thus becoming one of the first tissue banks in Europe to achieve this qualification. In this paper we describe the process of becoming ISO-certified, to demonstrate the positive impact that it has had on our entire organization.The assistance of an outside consultant who provided the necessary information for implementing an ISO quality management system was required. The initial improvement was: a well-defined quality manual to address all elements of the ISO 9002 standard, an improved document control system, detailed standard operating procedures (SOPs) and improved employees training processes. A quality committee team and developed quality indicators were created. The internal quality auditing program was established by the selection of employees from a cross-section of the organization, who were trained in internal auditing processes. A formal corrective action system was developed and implemented to facilitate process improvement. The consultant conducted a pre-certification audit, and one month later the certification audit was performed.In conclusion, the implementation of an ISO quality program in the STB has helped our center to establish a control process in the manufacturing of products and services to meet the expectations of our customers, by providing components and services that comply with the national regulatory standards and requirements.  相似文献

Zoning is an important tool used in the management of protected areas and wetlands. It has been developed to apply conservation objectives at different levels of management where conflicting uses can be taking place. GIS is increasingly used to solve land allocation problem with techniques based on zoning, varying from simple overlays to complex multi-criteria evaluation techniques (MCE). This study presents a new approach to the development of zoning plans for Ramsar sites that exhibit major seasonal variations in conservation value and human use and threats. It employs a well-defined GIS-based MCE technique which involves both expert judgment and a set of criteria based on ecological and potential threats. A GIS model using the additive approach in MCE was developed to evaluate Sabkhat Al-Jabboul the only Ramsar site in Syria. The model was applied separately for the spring and winter to accommodate seasonal changes in the intensity and spatial distribution of conservation areas and threats across the site. Separate zoning plans were developed for each of the two main seasons. The zoning plan of the spring season, which is the birds breeding season, included three management zones; the special conservation zone, the conservation buffer zone, and the wise use zone. The winter zoning plan, where the bird feeding activity was the major activity includes two zones: a special conservation zone and a wise use zone. Thus, in cases like Sabkhat Al-Jabboul, where the wetlands are subject to significant seasonal variations, in their ecology and human utilization, it is recommended that flexible seasonal zoning plans are developed to assist in the organization of permitted activities, and to reduce the potential human impacts throughout the year.  相似文献

Pressure-State-Response (PSR) model is one of the most commonly used models for environmental impacts assessment. As an effective tool for strategic management and performance evaluation, Balanced Scorecard (BSC) has been widely applied in the management field. PSR and BSC share the similar principles such as systematic, causality and sustainability oriented. Furthermore, BSC features equilibrium and dynamics. It is a feasible and innovative approach to establish a comprehensive environmental assessment framework by combining BSC and PSR. By placing the customer indicator on the top layer and following the PSR principle on the second layer, one model was designed to examine the impact of urbanization on the air environment in Shandong Province from 2005 to 2009 with factor component analysis. The results showed that urbanization and air environmental sustainability has been an upward trend in Shandong. The sustainable development level is low in Shandong presently, which provides a large potential for further improvement. This study is a useful reference for policy makers in terms of economic and environmental management.  相似文献

Purpose

Waste prevention has been assigned increasing attention worldwide during recent years, and it is expected to become one of the core elements of waste management planning in the near future. In this framework, this paper presents and discusses two possible LCA approaches for the evaluation of the environmental and energetic performance of municipal solid waste (MSW) management systems which include the effects of waste prevention activities.

Methods

The two approaches are conceived for the comparison of waste management scenarios including waste prevention activities with baseline scenarios without waste prevention. For both of them, the functional unit is defined and the system boundaries are described with reference to different typologies of waste prevention activities identified in an extensive review. The procedure for the calculation of the LCA impacts of scenarios is also reported and an example illustrating the processes to be included in system boundaries for a specific waste prevention activity is provided.

Results and discussion

The presented approaches lead to the same result in terms of difference between the LCA impacts of a waste prevention scenario and of a baseline one. However, because of the partially different upstream system boundaries, different values of the impacts of single scenarios are obtained and the application of the two approaches is more suitable in different situations and in analyses with different purposes. The methodological aspects that can complicate the applicability of the two approaches are discussed lastly.

Conclusions

The environmental and energetic performance of MSW management scenarios including waste prevention activities can be evaluated with the two LCA approaches presented in this paper. They can be used for many purposes such as, among the most general, evaluating the upstream and downstream environmental consequences of implementing particular waste prevention activities in a given waste management system, complementing waste reduction indicators with LCA-based indicators and supporting with quantitative evidence the strategic and policy relevance of waste prevention.  相似文献

Uncovering ecosystem service bundles through social preferences   总被引:12,自引:0,他引:12  
Ecosystem service assessments have increasingly been used to support environmental management policies, mainly based on biophysical and economic indicators. However, few studies have coped with the social-cultural dimension of ecosystem services, despite being considered a research priority. We examined how ecosystem service bundles and trade-offs emerge from diverging social preferences toward ecosystem services delivered by various types of ecosystems in Spain. We conducted 3,379 direct face-to-face questionnaires in eight different case study sites from 2007 to 2011. Overall, 90.5% of the sampled population recognized the ecosystem's capacity to deliver services. Formal studies, environmental behavior, and gender variables influenced the probability of people recognizing the ecosystem's capacity to provide services. The ecosystem services most frequently perceived by people were regulating services; of those, air purification held the greatest importance. However, statistical analysis showed that socio-cultural factors and the conservation management strategy of ecosystems (i.e., National Park, Natural Park, or a non-protected area) have an effect on social preferences toward ecosystem services. Ecosystem service trade-offs and bundles were identified by analyzing social preferences through multivariate analysis (redundancy analysis and hierarchical cluster analysis). We found a clear trade-off among provisioning services (and recreational hunting) versus regulating services and almost all cultural services. We identified three ecosystem service bundles associated with the conservation management strategy and the rural-urban gradient. We conclude that socio-cultural preferences toward ecosystem services can serve as a tool to identify relevant services for people, the factors underlying these social preferences, and emerging ecosystem service bundles and trade-offs.  相似文献

Life cycle inventory (LCI) is becoming an established environmental management tool that quantifies all resource usage and waste generation associated with providing specific goods or services to society. LCIs are increasingly used by industry as well as policy makers to provide a holistic ‘macro’ overview of the environmental profile of a good or service. This information, effectively combined with relevant information obtained from other environmental management tools, is very useful in guiding strategic environmental decision making. LCIs are very data intensive. There is a risk that they imply a level of accuracy that does not exist. This is especially true today, because the availability of accurate LCI data is limited. Also, it is not easy for LCI users, decision-makers and other interested parties to differentiate between ‘good quality’ and ‘poor quality’ LCI data. Several data quality requirements for ‘good’ LCI data can be defined only in relation to the specific study in which they are used. In this paper we show how and why the use of a common LCI database for some of the more commonly used LCI data, together with increased documentation and harmonisation of the data quality features of all LCI data, is key to the further development of LCI as a useful and pragmatic environmental management tool. Initiatives already underway to make this happen are also described.  相似文献

Although the original Commission on Standardization of Biological Stains was first organized in 1921, it was not until 1944 that this was incorporated as an independent, nonprofit organization known as the Biological Stain Commission (see Clark 1974). The certification of dyes, as indicated by special labels purchased by manufacturers or vendors for attachment to the dye containers, originated with the parent organization and has continued to this day. The objectives of the Biological Stain Commission (BSC) are 1) to identify and standardize the content and performance of dyes and dye preparations used in staining biological tissues and products, 2) to issue labels of certification to companies that buy these to inform consumers that their certified dyes meet the specifications of the BSC, 3) to carry out and to support investigations on dyes and their performance, 4) to publish scientific data concerning biological stains and their use, and 5) to maintain, through scientific meetings and correspondence, an active “dialogue” among scientific and industrial personnel concerned with biological stains. The present report summarizes Commission activity and some of the changes that have occurred during the past five years.  相似文献

This paper reviews anaerobic solubilisation of nitrogen municipal solid waste (MSW) and the effect of current waste management practises on nitrogen release. The production and use of synthetically fixed nitrogen fertiliser in food production has more than doubled the flow of excessive nitrogenous material into the community and hence into the waste disposal system. This imbalance in the global nitrogen cycle has led to uncontrolled nitrogen emissions into the atmosphere and water systems. The nitrogen content of MSW is up to4.0% of total solids (TS) and the proteins in MSW have a lower rate of degradation than cellulose. The proteins are hydrolysed through multiple stages into amino acids that are further fermented into volatile fatty acids, carbon dioxides, hydrogen gas, ammonium and reduced sulphur. Anaerobic digestion of MSW putrescibles could solubilise around 50% of the nitrogen. Thus, the anaerobic digestion of putrescibles may become an important method of increasing the rate of nitrogen recycling back to the ecosystem. A large proportion of the nitrogen in MSW continues to end up inland fills; for example, in the EU countries around 2 million tonnes of nitrogen is disposed of annually this way. Nitrogen concentration in the leachates of existing landfills are likely to remain at a high level for decades to come. Under present waste management practices with a relatively low level of efficiency in the source segregation or mechanical sorting of putrescibles from grey waste and with a low level of control over landfill operating procedures, nitrogen solubilisation from landfilled waste will take at least a century.
