Although global assessments provide evidence of biodiversity decline, some have questioned the strength of the evidence, with local assemblage studies often showing a more balanced picture of biodiversity change. The multifaceted nature of biodiversity and imperfect monitoring datasets may partially explain these findings. Here, using an extensive dataset, we find significant biodiversity loss in the native avifauna of the European Union (EU). We estimate a decline of 17–19% in the overall breeding bird abundance since 1980: a loss of 560–620 million individual birds. Both total and proportional declines in bird numbers are high among species associated with agricultural land. The distribution of species’ population growth rates (ln) is centered close to zero, with numerical decline driven by substantial losses in abundant species. Our work supports previous assessments indicating substantial recent biodiversity loss and calls to reduce the threat of extinctions and restore species’ abundances, for the sake of nature and people.

A large proportion of European biodiversity today depends on habitat provided by low‐intensity farming practices, yet this resource is declining as European agriculture intensifies. Within the European Union, particularly the central and eastern new member states have retained relatively large areas of species‐rich farmland, but despite increased investment in nature conservation here in recent years, farmland biodiversity trends appear to be worsening. Although the high biodiversity value of Central and Eastern European farmland has long been reported, the amount of research in the international literature focused on farmland biodiversity in this region remains comparatively tiny, and measures within the EU Common Agricultural Policy are relatively poorly adapted to support it. In this opinion study, we argue that, 10 years after the accession of the first eastern EU new member states, the continued under‐representation of the low‐intensity farmland in Central and Eastern Europe in the international literature and EU policy is impeding the development of sound, evidence‐based conservation interventions. The biodiversity benefits for Europe of existing low‐intensity farmland, particularly in the central and eastern states, should be harnessed before they are lost. Instead of waiting for species‐rich farmland to further decline, targeted research and monitoring to create locally appropriate conservation strategies for these habitats is needed now.

This comparative study is based on structured interviews with farmers participating in the agri-environment schemes in Estonia and Finland. It explores farmers’ interest in and knowledge of farmland wildlife, their understanding of the concept of biodiversity, and awareness of the potential causes behind declines of farmland birds. It also examines the relationship between farmers’ interest and willingness to undertake practices favouring farmland wildlife. Estonian and Finnish farmers showed considerable interest in wildlife on their farms, which was only weakly related to the self-assessed knowledge of wildlife. Many farmers viewed biodiversity from a narrow perspective often excluding species directly related to farming. Finnish farmers expressed more concern about the decline in common farmland species than Estonian ones. In both countries farmers rated intensification of agriculture as the major driving force behind farmland bird declines. The expressed interest in wildlife positively correlated with willingness to undertake wildlife-friendly measures. Only farmers with agri-environment contracts targeted specifically at biodiversity enhancement were more knowledgeable about practical on-farm activities favouring wildlife, and were more willing to employ them than the rest. Estonian farmers expressed a high degree of willingness to enhance wildlife though agri-environment management, which is a good sign for better implementation of the recently established national programme towards conservation.

Non‐native tree species (NNT) are used in European forestry for many purposes including their growth performance, valuable timber, and resistance to drought and pest or pathogen damage. Yet, cultivating NNT may pose risks to biodiversity, ecosystem functioning, and the provisioning of ecosystem services, and several NNT have been classified as invasive in Europe. Typically, such classifications are based on risk assessments, which do not adequately consider site‐specific variations in impacts of the NNT or the extent of affected areas. Here, we present a new methodological framework that facilitates both mitigating risks associated with NNT and taking advantage of their ecosystem services. The framework is based on a stratified assessment of risks posed by NNT which distinguishes between different sites and considers effectiveness of available management strategies to control negative effects. The method can be applied to NNT that already occur in a given area or those NNT that may establish in future. The framework consists of eight steps and is partly based on existing knowledge. If adequate site‐specific knowledge on NNT does not yet exist, new evidence on the risks should be obtained, for example, by collecting and analyzing monitoring data or modeling the potential distribution of NNT. However, limitations remain in the application of this method, and we propose several policy and management recommendations which are required to improve the responsible use of NNT.

Reduction of noncrop habitats, intensive use of pesticides and high levels of disturbance associated with intensive crop production simplify the farming landscape and bring about a sharp decline of biodiversity. This, in turn, weakens the biological control ecosystem service provided by arthropod natural enemies. Strategic use of flowering plants to enhance plant biodiversity in a well-targeted manner can provide natural enemies with food sources and shelter to improve biological control and reduce dependence on chemical pesticides. This article reviews the nutritional value of various types of plant-derived food for natural enemies, possible adverse effects on pest management, and the practical application of flowering plants in orchards, vegetables and field crops, agricultural systems where most research has taken place. Prospects for more effective use of flowering plants to maximize biological control of insect pests in agroecosystem are good but depend up on selection of optimal plant species based on information on the ecological mechanisms by which natural enemies are selectively favored over pest species.

During the last 50 years, agricultural intensification has caused many wild plant and animal species to go extinct regionally or nationally and has profoundly changed the functioning of agro-ecosystems. Agricultural intensification has many components, such as loss of landscape elements, enlarged farm and field sizes and larger inputs of fertilizer and pesticides. However, very little is known about the relative contribution of these variables to the large-scale negative effects on biodiversity. In this study, we disentangled the impacts of various components of agricultural intensification on species diversity of wild plants, carabids and ground-nesting farmland birds and on the biological control of aphids. In a Europe-wide study in eight West and East European countries, we found important negative effects of agricultural intensification on wild plant, carabid and bird species diversity and on the potential for biological pest control, as estimated from the number of aphids taken by predators. Of the 13 components of intensification we measured, use of insecticides and fungicides had consistent negative effects on biodiversity. Insecticides also reduced the biological control potential. Organic farming and other agri-environment schemes aiming to mitigate the negative effects of intensive farming on biodiversity did increase the diversity of wild plant and carabid species, but – contrary to our expectations – not the diversity of breeding birds. We conclude that despite decades of European policy to ban harmful pesticides, the negative effects of pesticides on wild plant and animal species persist, at the same time reducing the opportunities for biological pest control. If biodiversity is to be restored in Europe and opportunities are to be created for crop production utilizing biodiversity-based ecosystem services such as biological pest control, there must be a Europe-wide shift towards farming with minimal use of pesticides over large areas.

Agri‐environment schemes (AES) are central to the conservation of Europe’s farmland biodiversity. The UK Government’s Public Service Agreement target seeks to reverse the decline of farmland birds in England by 2020 through the use of AES. The Entry Level Stewardship (ELS) scheme, introduced in 2005, is the first non‐competitive, broad‐uptake stewardship scheme designed to deliver simple but effective environmental management on farms throughout England. Approximately 5 million hectares of farmland are currently entered into Environmental Stewardship (ES) agreements, and given the scale of this investment it is important to verify the efficacy of ELS as a mechanism for delivering biodiversity benefits. We used spatially referenced ES agreement data to assess the influence of specific management options and combinations of options on farmland bird population changes between 2005 and 2008 derived from standardized surveys carried out on over 2000 lowland farmland 1‐km squares in England. The results showed only limited evidence for short‐term effects of ES. Only Corn Bunting Emberiza calandra and Common Starling Sturnus vulgaris showed some landscape‐specific positive associations with area under ELS management. There was also limited evidence for positive associations between specific management options and the population changes of the species at which they were aimed. The current pattern of option uptake may be limiting benefits of ELS, with boundary management accounting for over 50% of scheme compensation value. However, the time required for option maturation and the time lags in bird population responses to environmental change mean that it is too early to reach definitive conclusions about the success or failure of the scheme. The findings of this study will assist in the development of ELS by feeding into the 5‐year review scheduled for 2010 and have implications for the development of similar schemes elsewhere in Europe.

Biodiversity continues to decline, despite the implementation of international conservation conventions and measures. To counteract biodiversity loss, it is pivotal to know how conservation actions affect biodiversity trends. Focussing on European farmland species, we review what is known about the impact of conservation initiatives on biodiversity. We argue that the effects of conservation are a function of conservation-induced ecological contrast, agricultural land-use intensity and landscape context. We find that, to date, only a few studies have linked local conservation effects to national biodiversity trends. It is therefore unknown how the extensive European agri-environmental budget for conservation on farmland contributes to the policy objectives to halt biodiversity decline. Based on this review, we identify new research directions addressing this important knowledge gap.

Evidence for the indirect effects of pesticides on farmland birds
Indirect effects of pesticides, operating through the food chain, have been proposed as a possible causal factor in the decline of farmland bird species. To demonstrate such a link, evidence is needed of (1) an effect of food abundance on breeding performance or survival; (2) an effect of breeding performance or survival on population change; and (3) pesticide effects on food resources, sufficient to reduce breeding performance or survival, and hence to affect the rate of population change. Evidence under all three categories is only available for one species, the Grey Partridge Perdix perdix , although data showing effects of pesticides on food resources and relationships between food resources and breeding performance are also available for some other species. This paper reports on recent work investigating the effects of pesticides on Yellowhammer Emberiza citrinella and Skylark Alauda arvensis during the breeding season. The probability of brood reduction in Yellowhammer was affected by the proportion of the foraging area around the nest which was sprayed with insecticide. No significant effects of pesticides were recorded on Skylark chick condition or growth rate, but sample sizes were small. Invertebrate food abundance affected chick condition (Skylark) and the number of chicks fledging (Yellowhammer and Corn Bunting Miliaria calandra ; relationship for the latter derived from re-analysis of data from an earlier study). Other recent work is briefly reviewed and the current evidence for the indirect effects of pesticides is summarized. Significant knowledge gaps are identified and some of the issues involved in resolving these are discussed.

Extensive pastoral livestock systems in Central Europe provide multiple ecosystem services and support biodiversity in agricultural landscapes but their viability is challenged by livestock depredation (LD) associated with the recovery of wolf populations. Variation in the spatial distribution of LD depends on a suite of factors, most of which are unavailable at the appropriate scales. To assess if LD patterns can be predicted sufficiently with land use data alone at the scale of one federal state in Germany, we employed a machine-learning-supported resource selection approach. The model used LD monitoring data, and publicly available land use data to describe the landscape configuration at LD and control sites (resolution 4 km * 4 km). We used SHapley Additive exPlanations to assess the importance and effects of landscape configuration and cross-validation to evaluate the model performance. Our model predicted the spatial distribution of LD events with a mean accuracy of 74%. The most influential land use features included grassland, farmland and forest. The risk of livestock depredation was high if these three landscape features co-occurred with a specific proportion. A high share of grassland, combined with a moderate proportion of forest and farmland, increased LD risk. We then used the model to predict the LD risk in five regions; the resulting risk maps showed high congruence with observed LD events. While of correlative nature and lacking specific information on wolf and livestock distribution and husbandry practices, our pragmatic modelling approach can guide spatial prioritisation of damage prevention or mitigation practices to improve livestock-wolf coexistence in agricultural landscapes.

Bioenergy production is seen as one way of meeting future energy needs. The growing demand for biomass for energy production induces the cultivation of a few fast growing and high‐yielding energy crops on vast areas of arable land. This land‐use change has been found associated with the reduction of habitat suitability for farmland birds and a decline in farmland biodiversity in general. A large number of studies have assessed the ecological effects of energy crop cultivation at the local scale of a single field. This study focuses on regional landscape changes caused by increased energy crop cultivation, which includes reduction of crop‐type richness and spatial concentration of single crop‐types. We present a spatially explicit ecological model to assess the population‐level consequences of these effects on the abundance of the farmland bird species Skylark (Alauda arvensis). We also investigate the impacts of different land‐use scenarios and aim to identify adaptive conservation options. We show that (1) the impacts of increased energy crop cultivation on Skylark population abundance depend strongly on the landscape structure; (2) impacts could be tolerated as long as a certain minimum level of crop‐type heterogeneity is retained at the landscape level and (3) conservation actions are required and effective especially on landscapes where crop‐field size is large.

Agricultural intensification over the past decades has led to a generalized decline in farmland biodiversity. Farmland birds are particularly exposed to rapid changes in habitat and reduced food resources or availability. Understanding how farmland specialists can be preserved and their populations enhanced are major challenges for this century. Based on a long‐term (19‐year) study of a Eurasian Stone‐curlew Burhinus oedicnemus population, we estimated the demographic parameters, including clutch size, egg volume, hatching success, survival rate and apparent population size. Demographic rates found for this French population were, on average, comparable to those found elsewhere in Europe. However, all demographic parameters showed negative trends, including a dramatic decline in the local population (26% decline over 14 years) and a 10% decline in adult survival rate over 11 years. Such a long‐term decline, despite on‐going conservation efforts, calls into question the overall sustainability of arable Stone‐curlew populations. We infer some of the possible causes of this decline, in particular food shortage, and discuss how this pattern could be reversed through conservation measures applicable at very large spatial scales.

One response to biodiversity decline is the definition of ecological networks that extend beyond protected areas and promote connectivity in human-dominated landscapes. In farmland, landscape ecological research has focused more on wooded than open habitat networks. In our study, we assessed the influence of permanent grassland connectivity, described by grassland amount and spatial configuration, on grassland biodiversity. We selected permanent grasslands in livestock farming areas of north-western France, which were sampled for plants, carabids and birds. At two spatial scales we tested the effects of amount and configuration of grasslands, wooded habitats and crops on richness and abundance of total assemblages and species ecological groups. Grassland connectivity had no significant effects on total richness or abundance of any taxonomic group, regardless of habitat affinity or dispersal ability. The amount of wooded habitat and length of wooded edges at the 200 m scale positively influenced forest and generalist animal groups as well as grassland plant species, in particular animal-dispersed species. However, for animal groups such as open habitat carabids or farmland bird specialists, the same wooded habitats negatively influenced richness and abundance at the 500 m scale. The scale and direction of biodiversity responses to landscape context were therefore similar among taxonomic groups, but opposite for habitat affinity groups. We conclude that while grassland connectivity is unlikely to contribute positively to biodiversity, increasing or maintaining wooded elements near grasslands would be a worthwhile conservation goal. However, the requirements of open farmland animal species groups must be considered, for which such action may be deleterious.

The Convention on Biological Diversity's strategic plan lays out five goals: “(A) address the underlying causes of biodiversity loss by mainstreaming biodiversity across government and society; (B) reduce the direct pressures on biodiversity and promote sustainable use; (C) improve the status of biodiversity by safeguarding ecosystems, species and genetic diversity; (D) enhance the benefits to all from biodiversity and ecosystem services; (E) enhance implementation through participatory planning, knowledge management and capacity building.” To meet and inform on the progress towards these goals, a globally coordinated approach is needed for biodiversity monitoring that is linked to environmental data and covers all biogeographic regions. During a series of workshops and expert discussions, we identified nine requirements that we believe are necessary for developing and implementing such a global terrestrial species monitoring program. The program needs to design and implement an integrated information chain from monitoring to policy reporting, to create and implement minimal data standards and common monitoring protocols to be able to inform Essential Biodiversity Variables (EBVs), and to develop and optimize semantics and ontologies for data interoperability and modelling. In order to achieve this, the program needs to coordinate diverse but complementary local nodes and partnerships. In addition, capacities need to be built for technical tasks, and new monitoring technologies need to be integrated. Finally, a global monitoring program needs to facilitate and secure funding for the collection of long-term data and to detect and fill gaps in under-observed regions and taxa. The accomplishment of these nine requirements is essential in order to ensure data is comprehensive, to develop robust models, and to monitor biodiversity trends over large scales. A global terrestrial species monitoring program will enable researchers and policymakers to better understand the status and trends of biodiversity.

Common agricultural birds are in decline, both in Europe and in North America. Evidence from Europe suggests that agricultural intensification and, for some species, the indirect effects of pesticides mediated through a loss of insect food resource is in part responsible. On a state-by-state basis for the conterminous Unites States (U.S.), we looked at several agronomic variables to predict the number of grassland species increasing or declining according to breeding bird surveys conducted between 1980 and 2003. Best predictors of species declines were the lethal risk from insecticide use modeled from pesticide impact studies, followed by the loss of cropped pasture. Loss of permanent pasture or simple measures of agricultural intensification such as the proportion of land under crop or the proportion of farmland treated with herbicides did not explain bird declines as well. Because the proportion of farmland treated with insecticides, and more particularly the lethal risk to birds from the use of current insecticides feature so prominently in the best models, this suggests that, in the U.S. at least, pesticide toxicity to birds should be considered as an important factor in grassland bird declines.

This paper presents a trial of a species population trend indicator for evaluating progress towards the 2010 biodiversity target in Europe, using existing data. The indicator integrates trends on different species (groups), and can be aggregated across habitats and countries. Thus, the indicator can deliver both headline messages for high-level decision-making and detailed information for in-depth analysis, using data from different sources, collected with different methods. International non-governmental organizations mobilized data on over 2800 historical trends in national populations of birds, butterflies and mammals, for a total of 273 species. These were combined by habitat and biogeographical region to generate a pilot pan-European scale indicator. The trial indicator suggests a decline of species populations in nearly all habitats, the largest being in farmland, where species populations declined by an average of 23% between 1970 and 2000. The indicator is potentially useful for monitoring progress towards 2010 biodiversity targets, but constraints include: the limited sensitivity of the historical data, which leads to conservative estimates of species decline; a potential danger of ambiguity because increases in opportunistic species can mask the loss of other species; and failure to account for pre-1970 population declines. We recommend mobilizing additional existing data, particularly for plants and fishes, and elaborating further the criteria for compiling representative sets of species. For a frequent, reliable update of the indicator, sound, sensitive and harmonized biodiversity monitoring programmes are needed in all pan-European countries.

Agri-environment schemes are an increasingly important tool for the maintenance and restoration of farmland biodiversity in Europe but their ecological effects are poorly known. Scheme design is partly based on non-ecological considerations and poses important restrictions on evaluation studies. We describe a robust approach to evaluate agri-environment schemes and use it to evaluate the biodiversity effects of agri-environment schemes in five European countries. We compared species density of vascular plants, birds, bees, grasshoppers and crickets, and spiders on 202 paired fields, one with an agri-environment scheme, the other conventionally managed. In all countries, agri-environment schemes had marginal to moderately positive effects on biodiversity. However, uncommon species benefited in only two of five countries and species listed in Red Data Books rarely benefited from agri-environment schemes. Scheme objectives may need to differentiate between biodiversity of common species that can be enhanced with relatively simple modifications in farming practices and diversity or abundance of endangered species which require more elaborate conservation measures.

The need to monitor trends in biodiversity raises many technical issues. What are the features of a good biodiversity index? How should trends in abundance of individual species be estimated? How should composite indices, possibly spanning very diverse taxa, be formed? At what spatial scale should composite indices be applied? How might change-points--points at which the underlying trend changes--be identified? We address some of the technical issues underlying composite indices, including survey design, weighting of the constituent indices, identification of change-points and estimation of spatially varying time trends. We suggest some criteria that biodiversity measures for use in monitoring surveys should satisfy, and we discuss the problems of implementing rigorous methods. We illustrate the properties of different composite indices using UK farmland bird data. We conclude that no single index can capture all aspects of biodiversity change, but that a modified Shannon index and the geometric mean of relative abundance have useful properties.
