Abstract

This paper examines specific sociocultural impacts of management decisions and outlines data needs concerning these impacts. Suggestions are made concerning the integration of sociocultural data with bio‐economic data as a means for developing models to quantitatively evaluate trade‐offs between biological, social, and economic aspects of fisheries management. Relevant aspects of the social environment of the development and implementation of fisheries management plans are also examined in an attempt to outline factors which could facilitate the process. Finally, traditional techniques of fisheries management are described as a means of indicating that, in some cases, effective systems of management have been developed by local fishermen, and that managers should use and/or learn from these systems wherever possible since they have been adapted to local needs through years of experimentation.  相似文献

Background

Marine populations have been declining at a worrying rate, due in large part to fishing pressures. The challenge is to secure a future for marine life while minimizing impacts on fishers and fishing communities.

Methods and Principal Findings

Rather than selecting areas where fishing is banned – as is usually the case with spatial management – we assess the concept of designating areas where fishing is permitted. We use spatial catch statistics for thirteen commercial fisheries on Canada''s west coast to determine the minimum area that would be needed to maintain a pre-ascribed target percentage of current catches. We found that small reductions in fisheries yields, if strategically allocated, could result in large unfished areas that are representative of biophysical regions and habitat types, and have the potential to achieve remarkable conservation gains.

Conclusions

Our approach of selecting fishing areas instead of reserves could help redirect debate about the relative values that society places on conservation and extraction, in a framework that could gain much by losing little. Our ideas are intended to promote discussions about the current status quo in fisheries management, rather than providing a definitive solution.  相似文献

ABSTRACT

Elasmobranchs are a vulnerable resource, more susceptible to overfishing than most teleosts, and their assessment is complicated due to a general lack of information about their fisheries, biology and ecology. This study aimed to analyse all fishery and survey data available for elasmobranchs caught over the past c. 25 years around the Azores (NE Atlantic) to provide a baseline information, which can be used to inform stock assessment and management strategies. Elasmobranch species covered pelagic, benthopelagic and demersal habitats, from shallow to deep-water strata in areas around the islands and seamounts. These species are taken accidentally as by-catch of three main fisheries: swordfish fishery, black scabbardfish fishery and demersal bottom longline fishery. The latter represents one of the most important fishing activities in the Azores, and frequent elasmobranch by-catches include Raja clavata, Galeorhinus galeus, Deania calcea, D. profundorum, Etmopterus pusillus and E. spinax. A slight reduction in the abundance indices of these species was observed, despite the implemented technical measures (e.g. minimum size, zero catch). Little is known about resource dynamics for the Azorean region and no analytical assessments have been conducted. This study highlights the vulnerability to overfishing of these resources and the urgent need to develop management strategies.  相似文献

Abstract

One of the most important reasons for regulating fisheries is the misallocation of resources caused by common property. Perhaps one explanation for the disagreement about what constitutes proper fisheries management is the fact that no distinction has been made between the common property problem that is somewhat unique to fisheries,’ and others, such as monopoly, monopsony, manpower training, etc., that are common to most other industries as well. It is here proposed that fisheries management be broken down, at least “conceptually, into common property management and special problem management. In this way the interrelationships between the two can be highlighted and at the same time special problem management can be viewed against the common background of the entire economy.  相似文献

Abstract

The consequences of the inevitable acceptance of extended jurisdiction and its impact on fisheries policy in the South Pacific are considered within the framework of the principles outlined at the Third Session of the United Nations Law of the Sea Conference. It is pointed out that the fisheries resources of the region considered are dominated by highly migratory species, particularly tunas, and that the management of the fisheries on these species and the conservation of the species themselves will require comprehensive regional cooperation. Considering the common interests of the developing countries of the region and their comparative lack of experience in fisheries management and in surveillance and enforcement capabilities, it is argued that a regional fisheries agency is required. A wide range of possible functions for such a body is discussed and a three‐phase approach to the development of the agency is proposed.  相似文献

Australia’s lobster fisheries are relatively small in volume (9500t) compared with global production (289,000t), but are the country’s most valuable in terms of both overall production and value of export (2014 Gross Value of Production of $610 million AUD). Further, they support commercial, recreational and indigenous fishers along most of the continent’s coastline. Here we review similarities and key differences between these lobster fisheries, based on biological characteristics, fishery data collection, assessment and management methods, and supply chain considerations. A diverse range of palinurid lobsters occur in Australia, but only three genera, distributed across eight different management jurisdictions, support significant fisheries. Catches of western rock lobster Panulirus cygnus dominate landings (61%), followed by southern rock lobster Jasus edwardsii, tropical lobster Panulirus ornatus and the eastern rock lobster Sagmariasus verreauxi. Large-scale environmental influences such as climate change are impacting on these fisheries in similar or different ways forcing new management and raising the need for greater resilience in current supply chains. Although these are separate fisheries, the integrated nature of the dominant Chinese export markets suggests potentially important economic and market-related interactions. Our overview highlights the critical role of continued monitoring of recruitment pulses, in combination with robust harvest strategies, to ensure that harvests respond adequately and fisheries achieve biological and economic sustainability. Approaches that also include socio-cultural considerations (triple bottom line) are important given many fisheries include indigenous Australians. Our integrated analysis of Australian lobster fisheries highlights differences and similarities with spiny lobster fisheries worldwide and lessons from opportunities, including adapting to new free trade agreements, enhancing the reputation of wild lobsters as a whole, sharing expertise, and better alignment of supply and demand.  相似文献

Otoliths of king threadfin, Polydactylus macrochir were collected from 2007 to 2009 at nine locations across northern Australia representing most of their distributional range and areas where fisheries are active. Measurement of the stable isotope ratios of δ18O and δ13C in the sagittal otolith carbonate from assemblages of P. macrochir revealed location-specific signatures and indicated that adult fish sampled from representative sites across their range were significantly different. The significant differences in the isotopic signatures of P. macrochir demonstrated that population subdivision is evident and there is unlikely to be substantial movement of fish among these distinct adult assemblages. The stable isotopic signatures for the fish from the different locations were persistent through time, and therefore it could be concluded that they comprise separate stocks for many of the purposes of fisheries management. The spatial separation of these populations indicates a complex stock structure across northern Australia with stocks of P. macrochir associated with large coastal beaches and embayments on a fine spatial scale. These results indicate that in order to achieve optimal fisheries management, the current spatial management arrangements need to be reviewed, particularly the potential for localised depletion of stocks on small spatial scales. This study has provided further evidence that measurement of the stable isotopes ratios in teleost sagittal otolith carbonate can be a valuable tool in the delineation of fishable stocks or fishery management units of adult fish and that widely distributed fish can nonetheless show strong localised population structure.  相似文献

Deep‐water fish in the tropical and sub‐tropical Pacific Ocean have supported important fisheries for many generations. Observations of localised depletions in some fisheries have raised concerns about the sustainability of current fishing rates. However, quantitative assessments of deep‐water stocks in the Pacific region have been limited by the lack of adequate biological and fisheries data. Estimates are provided of age‐based demographic parameters for two important deep‐water snapper species in the Pacific, Etelis carbunculus and E. coruscans. A spawner biomass‐per‐recruit (SPR) model was applied to determine fishing mortality rates for each species that would achieve specified biological targets (40% unexploited levels, SPR40) and limit (30% unexploited levels, SPR30) reference points, and examine the sensitivity of the model to variation in natural mortality and age at first capture. The maximum observed age, based on increment counts from sectioned otoliths, was 21 years for E. carbunculus and 18 years for E. coruscans. Total mortality (Z), estimated from the Hoenig regression, was 0.21 year?1 for E. carbunculus and 0.25 year?1 for E. coruscans. The best approximating growth models were the von Bertalanffy model (L = 896 mm fork length, = 0.28, t0 = 0.51) for E. carbunculus and the logistic model (L = 879 mm fork length, = 0.32 year?1, t0 = 3.42) for E. coruscans. The spawner biomass‐per‐recruit analysis demonstrated that lower rates of fishing mortality were required for E. coruscans than for E. carbunculus to maintain spawning biomass above estimated biological reference points. Estimates of spawner biomass‐per‐recruit were more sensitive to variation in natural mortality than in the age at first capture, suggesting that regulating fishing mortality rather than gear selectivity would be a more effective management measure for both species. Maintaining fishing mortality <0.1 for both species is recommended as a cautious approach to management, given the uncertainty in estimates of natural mortality and mixed fishery considerations.  相似文献

Inland recreational fisheries have social, economic, and ecological importance worldwide but these fisheries are increasingly challenged by the diverse effects of climate change. Coupled with other anthropogenic stressors, climate change has contributed to declines in freshwater biodiversity of greater severity than those observed across marine or terrestrial taxa. At a macro level, inland fisheries are experiencing declines. There are, however, a number of success stories, or ‘bright spots,’ in inland recreational fisheries management, where innovative approaches are leading to increases in social and ecological well-being in the face of climate change. Cases such as these are important sources of inspiration and learning about adaptation to climate and environmental change. In this article, we analyze 11 examples of such ‘bright spots’ drawn from multiple jurisdictions around the world from which we extracted lessons that might apply to fisheries management challenges beyond the region and context of each case. Collectively, these bright spots highlight adaptive initiatives that allow for recreational fisheries management to mitigate to stressors associated with current and future climate change. Examples identified include community-based restoration projects, collaborative and adaptive approaches to short-term fisheries closures, transdisciplinary large-scale conservation projects, and conservation-minded efforts by individuals and communities. By highlighting examples of ‘small wins’ within inland recreational fisheries management, this review contributes to the idea that a ‘positive future’ for inland recreational fisheries in the face of climate change is possible and highlights potential strategies to adapt to current and future climate scenarios.

Population-specific assessment and management of anadromous fish at sea requires detailed information about the distribution at sea over ontogeny for each population. However, despite a long history of mixed-stock sea fisheries on Atlantic salmon, Salmo salar, migration studies showing that some salmon populations feed in different regions of the Baltic Sea and variation in dynamics occurs among populations feeding in the Baltic Sea, such information is often lacking. Also, current assessment of Baltic salmon assumes equal distribution at sea and therefore equal responses to changes in off-shore sea fisheries. Here, we test for differences in distribution at sea among and within ten Atlantic salmon Salmo salar populations originating from ten river-specific hatcheries along the Swedish Baltic Sea coast, using individual data from >125,000 tagged salmon, recaptured over five decades. We show strong population and size-specific differences in distribution at sea, varying between year classes and between individuals within year classes. This suggests that Atlantic salmon in the Baltic Sea experience great variation in environmental conditions and exploitation rates over ontogeny depending on origin and that current assessment assumptions about equal exploitation rates in the offshore fisheries and a shared environment at sea are not valid. Thus, our results provide additional arguments and necessary information for implementing population-specific management of salmon, also when targeting life stages at sea.  相似文献

The unknown status of inland fish stocks hinders their sustainable management. Therefore, increasing stock status information is important for sustainable inland fisheries. Fisheries reference points were estimated for five exploited fish species (11 stocks) in the Lake Edward system, East Africa, which is one of the most productive inland water systems. The aim was to ascertain the status of the fisheries and establish reference points for effective management. The reference points were based on four linked stock assessment approaches for data-limited fisheries. Estimates showed poor stock status with the stocks defined as either collapsed, recruitment impaired or overfished. However, higher catches could be obtained under sustainable management. Estimates of maximum sustainable yield (MSY) and supporting biomass (Bmsy) are provided for 10 of the stocks as targets for rebuilding plans. The immediate target of management should be rebuilding biomass to Bmsy. Applicable measures include shifting length at first capture to the length that maximizes catch without endangering size structure and biomass, and livelihood diversification out of fisheries.  相似文献

The gulper sharks (genus Centrophorus) are a group of deep‐water benthopelagic sharks with a worldwide distribution. The alpha taxonomy of the group has historically been problematic and the number of species included in the genus has varied considerably over the years and is still under debate. Gulper sharks are routinely caught in mid‐ and deep‐water fisheries worldwide and some have shown a considerable decline in abundance in the last few decades. Clear and consistent species discrimination of Centrophorus is essential for an efficient and sustainable management of these fisheries resources. Our study used molecular cytochrome oxidase subunit I (COI) and 16S ribosomal RNA gene sequences and morphometric data to re‐evaluate the diversity of Centrophorus in North Atlantic waters, including the Gulf of Mexico, the Caribbean, and the Mediterranean Seas. Molecular data separated North Atlantic Centrophorus into five well‐supported groups whereas morphometric data separated these same five groups and suggested three additional groups for which no molecular data were available. Four of the five groups identified in the North Atlantic also occur in the Indian and/or Pacific Oceans, thus extending the reported range of some species considerably. A species identification key for North Atlantic Centrophorus is provided based on our findings. © 2014 The Linnean Society of London  相似文献

Traditionally, the ribeirinhoeconomy has been based on strategies of multiple resource use including agriculture, fishing, and small-scale stock raising. In the last two decades though, ribeirinhostrategies of resource management have undergone major changes due to the decline of jute production (the principal cash crop), and the intensification of the commercial fisheries. As a result of these trends, there has been a shift of ribeirinholabor from agriculture to commercial fishing. Today, the diversity which once characterized ribeirinhosubsistence strategies is disappearing, and fishing has become the primary economic activity for the great majority of varzeafamilies. As pressure on varzeafisheries has increased, ribeirinhocommunities have attempted to assert control over local varzealakes and exclude fishermen from outside the community. In a number of cases, ribeirinhocommunities have closed lakes to outsiders and established informal lake reserves under local community management. These lake reserves are a promising strategy for managing lake fisheries on a sustainable basis.  相似文献

The Baraka's whipray (Maculabatis ambigua) is a major constituent of small-scale fisheries catch in the south-western Indian Ocean. Despite this, little is known of its life-history or exploitation status. We provide the first estimates of crucial life-history parameters and the maximum intrinsic population growth rate rmax , using specimens collected from small-scale fisheries landings in Kenya, Zanzibar and Madagascar (with northern Madagascar representing a range extension for this species). We assess the relative risk of overexploitation by combining rmax with estimates of total Z , fishing F , and natural M mortality, and an estimate of the exploitation ratio E . The data indicate that Baraka's whipray is a medium-sized, fast-growing, early maturing species, with a relatively long lifespan. This results in a high rmax relative to many other elasmobranchs, which when combined with estimates of F suggests that the species is not at imminent risk of extinction. Yet, estimates of exploitation ratio E indicate likely overfishing for the species, with full recruitment to the fishery being post-maturation and exploitation occurring across a broad range of age and size classes. Thus, Baraka's whipray is unlikely to be biologically sustainable in the face of current fisheries pressures. This paper makes an important contribution to filling the gap in available data and is a step towards developing evidence-based fisheries management for this species. Further, it demonstrates a simple and widely applicable framework for assessment of data-poor elasmobranch exploitation status and extinction risk.  相似文献

This article uses Mauss's thesis on The Gift as a lens through which to critically compare Hawaiian and Māori fisheries. I focus, in particular, on the specific and paradoxical blending of interestedness and disinterestedness in the subsistence sector in Hawaii, and the historical separation of these phenomena in the context of fisheries management in New Zealand. As emergent financial commodities fish symbolises a new type of disjuncture between production and exchange, a disjuncture which is likely to be unsustainable in terms of either human or environmental costs.  相似文献

This study explores the management of inland fisheries on common lands (ejidos) within the Mayan Zone of Quintana Roo, Mexico. Qualitative survey data are used to examine whether there are (a) ongoing fishery conservation activities; (b) local caretakers of fishing sites; (c) restrictions on where fishing can take place; and (d) particular groups of individuals who lack the right to fish within the ejidos. Results indicate that in contrast to other local resources, fisheries in the ejidos have less defined use rights, being viewed as largely “open access”. In particular, most feel that outsiders can fish in an ejido if they abide by local rules (notably not damaging the local water bodies, asking consent to fish, and having a friend or relative in the community). However, there are within-community differences in views concerning management and conservation, with those more dependent on fishing being more likely to support exclusion of outsiders.  相似文献

【背景】目前利用酵母表达系统已鉴定了多种物种中的Δ6脂肪酸脱饱和酶(FADS6)。由于FADS6是一种具有多个跨膜螺旋的膜蛋白,使得其大量表达和纯化具有挑战性。【目的】探索FADS6的高效表达策略,研究纯化标签添加的位置对高山被孢霉FADS6I (Ma FADS6I)重组表达效率的影响。【方法】在毕赤酵母表达载体中插入串联亲和标签HRV 3C-Protein A-His,利用改造后的载体构建带有N端或C端标签的Ma FADS6I表达载体;通过电转化获得毕赤酵母重组表达菌株;利用斑点印迹杂交(DotBlot)、聚丙烯酰胺凝胶电泳(SDS-PolyacrylamideGelElectrophoresis,SDS-PAGE)和免疫印迹(Western Blot)分析重组蛋白的表达水平,并利用气相色谱-质谱(Gas Chromatography-Mass Spectrometry,GC-MS)分析检测Ma FADS6I催化生成的脂肪酸。【结果】通过大量的毕赤酵母转化子筛选,最终获得高效表达Ma FADS6I的毕赤酵母重组菌,证实各转化子的表达具有差异性,Ma FADS6I的C端带有纯化标签较N端更有利于表达。【结论】在Ma FADS6I的C端添加纯化标签比在N端添加更有利于该蛋白在酵母系统中的表达以及底物的转化,为进一步探究FADS6高效表达和结构功能奠定了基础。  相似文献

Background: Understanding the effect of perturbation, be it natural or anthropogenic, on the demography and dynamics of the plant populations can help conservation management planning.

Aims: We assessed the impacts of management of a shade coffee plantation on a population of Oncidium poikilostalix (Orchidaceae).

Methods: We studied in a coffee (Coffea arabica) agroecosystem the impact of the current traditional management [T] and two hypothetical epiphyte control management scenarios (intense ‘desmusgue’ [ID] and moderate ‘desmusgue’ [MD]), on the only known Mexican population of O. poikilostalix. Based on 3 years of field demographics data, the population dynamics of the orchid were projected using T, ID and MD scenarios for 20 years into the future.

Results: Under the current management T, the population of O. poikilostalix was projected to grow continuously (λ = 1.102). Conversely, under management ID, the loss of individuals would lead to a sustained population decline (λ = 0.843); in the case of MD, the population would decline more slowly with the population growth rate tending towards equilibrium (λ = 0.966).

Conclusions: The changes in the management of coffee plantations that have become common throughout the south-east of Mexico represent a threat to the survival of the only population of O. poikilostalix in Mexico, and likely threaten other epiphytic species.  相似文献

The concept of an optimum yield at intermediate levels of fishing (the so called maximum sustainable yield or MSY) has been with us since the 1930s and is now enshrined in legislation as a key objective of fisheries management. The concept seems intuitively reasonable and is readily applicable to a single stock treated in isolation and assuming a constant environment. However, translating this concept into a mixed and multispecies fishery, where there are complex trade-offs between fleets and stocks and in general no simple optimum solution, has been problematic. Here I introduce a framework for thinking about multispecies MSY in terms of an integrated risk of stock depletion and expected long-term yield. Within this framework I consider the performance of a set of simple harvest control rules based upon a single-limit fishing mortality rate (F) which is common to all stocks and a target biomass which is a set fraction of a stock's virgin biomass. Using a multispecies management strategy evaluation, I compare expected outcomes for a set of these harvest control rules with alternative scenarios, in which each stock has its own F based on the assessment process. I find that the simple framework can produce outcomes that are similar to those from the more sophisticated estimates of F. I therefore conclude that achieving multispecies MSY may depend more upon setting reasonable biomass targets and faithfully applying a harvest control rule approach rather than determining the best possible Fs for each stock.  相似文献
