The Global Strategy for Plant Conservation (GSPC) aims to protect 50% of the most important areas for plant diversity by 2010. This study selects sets of 1-degree grid cells for 37 sub-Saharan African countries on the basis of a large database of plant species distributions. We use two reserve selection algorithms that attempt to satisfy two of the criteria set by the GSPC. The grid cells selected as important plant cells (IPCs) are compared between algorithms and in terms of country and continental rankings between cells. The conservation value of the selected grid cells are then considered in relation to their future species complement given the predicted climate change in three future periods (2025, 2055, and 2085). This analysis uses predicted climate suitability for individual species from a previous modelling exercise.
We find that a country-by-country conservation approach is suitable for capturing most, but not all, continentally IPCs. The complementarity-based reserve selection algorithms suggest conservation of a similar set of grid cells, suggesting that areas of high plant diversity and rarity may be well protected by a single pattern of conservation activity.
Although climatic conditions are predicted to deteriorate for many species under predicted climate change, the cells selected by the algorithms are less affected by climate change predictions than non-selected cells. For the plant species that maintain areas of climatic suitability in the future, the selected set will include cells with climate that is highly suitable for the species in the future. The selected cells are also predicted to conserve a large proportion of the species richness remaining across the continent under climate change, despite the network of cells being less optimal in terms of future predicted distributions.
Limitations to the modelling are discussed in relation to the policy implications for those implementing the GSPC.  相似文献

Mexico as a megadiverse country houses between 6 and 8% of the world's flora. However, the Mexican flora is facing challenges, including the presence of at least 981 threatened plant species and 618 exotic plant species, habitat loss, pollution, overexploitation of natural resources and the adverse effects of climate change, which are compromising its conservation and sustainable use. Mexico has been actively involved in the development and update of the Global Strategy for Plant Conservation (GSPC) adopted by the Convention on Biological Diversity (CBD). As a party to CBD, Mexico has established a Coordinating Committee for the Mexican Strategy for Plant Conservation (MSPC), which has adapted the GSPC to fit national needs and drafted a number of projects, indicators, means of verification and actors to ensure that the MSPC, as a public policy tool, really drives conservation and sustainable use actions among all sectors and lasts beyond the current administration. An agenda is being developed with activities that include the following: approaching Congress, identifying the relevance of the MSPC in the National Development Plan and the Mexican Biodiversity Strategy, making use of current environmental policies and an aggressive awareness programme. The MSPC includes simultaneous programmes of technical and political work.  相似文献

The Global Strategy for Plant Conservation (GSPC) was the first such effort under the Convention on Biological Diversity (CBD), and had gone through a 3-year process to reach the level of maturity that enabled it to be approved by consensus by all Governments present at the key session in The Hague in April 2002. It provided a model for subsequent CBD workplans, with targets, and undoubtedly contributed to the 2010 target of reducing the rate of biodiversity loss. In the event, few of the targets were achieved, because of numerous constraints at both policy and implementation levels. Even so, the GSPC stands as an important milestone in the global effort to conserve biodiversity. However, few plant scientists can be satisfied that the essential steps are being taken to ensure the conservation of plants, although, of course, plant scientists are only one part of the complex effort that will be required. This paper offers some suggestions that might be worth consideration, building on the basic principle in politics that a strong constituency is necessary to victory. In other words, although plant scientists play a crucial role, plant conservation is too important to leave in their hands alone; far broader support is required, including from the private sector, agriculture, forestry, trade, economics, tourism and even the military. Although botanical science provides a solid foundation, other branches of science are also important, ranging from anthropology to zoology. The legal profession also has important contributions to make (as well as the ability to hamper progress – for example through using issues such as access and benefit sharing to limit the exchange of genetic materials for even noncommercial use). 2010 was the United Nations Year of Biodiversity, and the GSPC targets reached their due date. It therefore seems timely to add some additional perspectives to the effort to update the GSPC. This paper suggests ways to reach a far broader constituency, provides tools to those who are expected to achieve the targets, and suggests ways to build a strong international constituency to conserve the world's botanical wealth.  相似文献

Plant diversity is currently being lost at an unprecedented rate, resulting in an associated decrease in ecosystem services. About a third of the world's vascular plant species face the threat of extinction due to a variety of devastating activities, including, over-harvesting and over exploitation, destructive agricultural and forestry practices, urbanization, environmental pollution, land-use changes, exotic invasive species, global climate change, and more. We therefore need to increase our efforts to develop integrative conservation approaches for plant species conservation. Botanical gardens devote their resources to the study and conservation of plants, as well as making the world's plant species diversity known to the public. These gardens also play a central role in meeting human needs and providing well-being. In this minireview, a framework for the integrated missions of botanical gardens, including scientific research, in/ex situ conservation, plant resource utilization, and citizen science are cataloged. By reviewing the history of the development of Kunming Botanical Garden, we illustrate successful species conservation approaches (among others, projects involving Camellia, Rhododendron, Magnolia, Begonia, Allium, Nepenthes, medicinal plants, ornamental plants, and Plant Species with Extreme Small Populations), as well as citizen science, and scientific research at Kunming Botanical Garden over the past 80 years. We emphasize that Kunming Botanical Garden focuses largely on the ex situ conservation of plants from Southwest China, especially those endangered, endemic, and economically important plant species native to the Yunnan Plateau and the southern Hengduan Mountains. We also discuss the future challenges and responsibilities of botanical gardens in a changing world, including:the negative effects of outbreeding and/or inbreeding depression; promoting awareness, study, and conservation of plant species diversity; accelerating global access to information about plant diversity; increasing capacity building and training activities. We hope this minireview can promote understanding of the role of botanical gardens.  相似文献

The Global Strategy for Plant Conservation (GSPC) was adopted by the Parties to the Convention on Biological Diversity (CBD) in 2002. Staff at the Royal Botanic Gardens Kew were closely involved in the development of the GSPC and contributed to the development of several of the targets and the plan of work which resulted from its adoption. The GSPC has become a key document for Kew to help guide its conservation policy and implementation. The UK Overseas Territories (UKOTs) Programme is one of Kew’s cross-departmental science teams whose members work in collaboration with UKOT Governments and NGOs on conservation projects with the overall aim of supporting them in the implementation of the GSPC and in achieving its targets. The GSPC has provided an excellent overall framework to help shape conservation strategy, planning, and action in UKOTs. Like many small islands, UKOTs face a wide range of challenges in conserving their biodiversity and retaining ecosystem services whilst enabling development and maintaining livelihoods. Habitat loss and fragmentation, invasive alien species, development, and the increasing threat of global climate change present the most significant conservation challenges. At the heart of the UKOTs programme is a comprehensive work plan of specimen and data collection, mapping and capacity building in Territories plus facilitating access to historical specimens and data held at Kew. This enables progress towards achieving Targets 1, 2 and 3 (understanding and documenting plant diversity) and Targets 5, 7, 8 and 10 (conservation of plant diversity). All of these activities are accompanied by an extensive programme of capacity building to help support the development of technical skills and infrastructure to enable UKOTs to implement the GSPC (Targets 15 and 16) and the production of materials and interactions with schools and community groups to promote education and awareness-raising of plant conservation to achieve Target 14. UKOTs have been working with RBG Kew to prioritise activities in order to implement the GSPC and to identify those targets of most relevance locally. The main focus has been in documenting and understanding plant diversity and Targets 1 and 2 are close to completion for most UKOTs with good developments towards Target 3 for many. There is mixed progress with Objective 2 of the GSPC: conserving plant diversity. Excellent progress has been made with the ex situ Target 8, but more limited progress with the in situ targets and plant species still face many threats. Some Territories, most notably the Falkland Islands have made a good start with an Important Plant Areas programme. Although good progress has been made in documenting invasive species, there is major resource investment needed to implement the invasive species control strategies that have been identified. Good progress has been made with Target 14 and awareness is increasing, but there is a definite need for mainstreaming plant conservation issues. Some progress with Objective 5, building capacity for plant conservation, has been made, but a large ‘capacity gap’ remains and more trained personnel are needed with improved facilities and resources in order to implement the GSPC and meet its demanding targets. The GSPC has provided a unifying framework to enable conservation implementation across the UK’s Overseas Territories and will continue to do so in the post-2010 period.  相似文献

South Africa, as a megadiverse country (±21 700 vascular plants, 4800 vertebrates and 68 900 invertebrates described), is presently engaged with an extended, modified Global Strategy for Plant Conservation (GSPC). The country is fortunate in having a strong tradition of systematics research and, inter alia, houses several million preserved plant specimens (±1 million databased and georeferenced), allowing taxonomists and conservationists to track both the occurrence and distribution of indigenous and naturalized plant species. These rich local resources have been extensively drawn upon to deliver, with varying degrees of success, the 16 outcome-oriented GSPC 2010 Targets. The National Environmental Management: Biodiversity Act (NEMBA, 2004), the National Biodiversity Strategy and Action Plan (NBSAP) and the National Biodiversity Framework (NBF) have provided a robust legislative, enabling and policy framework for making operational and advancing GSPC-related efforts. However, within an emerging economy, the conservation of biodiversity has competed for government resources with housing, sanitation, primary education, basic health care and crime prevention, delivery of which translates to the currency of politicians: votes. A key challenge identified by local (and global) biodiversity scientists for the current GSPC phase is broad-scale advocacy, communicating the changing state of nature, and the inter-relatedness of biodiversity and human well-being. Worldwide about one third of all plant species is estimated to be threatened with extinction. Plants are generally under-represented in conservation. However, the global strategy for plant conservation (GSPC) sets forth 16 targets to halt the current and continuing loss of plant diversity within a framework for actions at global, regional, national and local levels. Target 8 of the GSPC directs that at least 75 % of threatened plant species be present in ex situ collections by 2020, but this target is far from being met. By analyzing where gaps in ex situ collections and research exist relative to diversity hotspots of threatened species, it is possible to identify and prioritize action. We undertake a gap analysis of ex situ collection needs in the genus Magnolia, a relatively well-known and valuable genus. Results indicate three main areas of biodiversity (China, Vietnam and Colombia) for the endangered Magnolia taxa. The present paper provides a critical overview of recent conservation activities carried out in the genus Magnolia throughout the world, focusing on genetic diversity analyses of the species.  相似文献

The diversity of plants in tropical forests makes dietary studies of frugivores difficult. This paper provides a botanical inventory of a tropical seasonal forest community in Khao Yai National Park, Thailand. The forest is valuable from a conservation perspective because it is one of the last remaining intact forests in northeastern Thailand, and is an important refuge for many animal and plant species. A 4-ha inventory plot measuring 200 × 200 m was established and all plants greater than or equal to 10 cm in diameter at breast height (dbh) were measured and permanently labeled. We found 1610 stems belonging to 105 species, 76 genera and 35 families, with a combined basal area of 142.5 m2. The community was dominated by species of Lauraceae, Cornaceae, Euphorbiaceae, Meliaceae, and Elaeocarpaceae. About one-third of the plant species (40 spp.) identified in this study were vulnerable to extinction because they were mostly dispersed by large frugivores, which were intolerant of human impact. If they disappear, these forests may become dominated by plant species that are dispersed by abiotic means and species with small-seeded fruits.  相似文献

A new international initiative for plant conservation was first called for as a resolution of the International Botanical Congress in 1999. The natural home for such an initiative was considered to be the Convention on Biological Diversity (CBD), and the Conference of the Parties (COP) to the CBD agreed to consider a Global Strategy for Plant Conservation (GSPC) at its 5th meeting in 2000. It was proposed that the GSPC could provide an innovative model approach for target setting within the CBD and, prior to COP5, a series of inter-sessional papers on proposed targets and their justification were developed by plant conservation experts. Key factors that ensured the adoption of the GSPC by the CBD in 2002 included: (1) ensuring that prior to and during COP5, key Parties in each region were supportive of the Strategy; (2) setting targets at the global level and not attempting to impose these nationally; and (3) the offer by Botanic Gardens Conservation International (BGCI) to support a GSPC position in the CBD Secretariat for 3 years, which provided a clear indication of the support for the GSPC from non-governmental organizations (NGO).  相似文献

从20世纪80年代起,中国植物园与世界植物园同步挑起了植物迁地保护的历史重担,使植物园的数量迅速增加至近200个,收集保存了占中国植物区系2/3的20000个物种,并在稀有濒危植物迁地保护原理与方法的科学研究上获得了新的进展。然而,中国植物园的布局与世界的植物园一样,物种越丰富的地区,已建立的植物园越少;在保存的物种中,不仅忽视了遗传多样性的保护,而且有约1/3的国家重点保护种类主要因适应性问题而生长不良、出现生殖障碍,甚至死亡。为了提高我国植物迁地保护的有效性,本文就《中国稀有濒危植物保护名录》的修订与公布、《中国植物保护战略》的制定,以及我国植物园协调机制的建立、植物迁地保护网络系统的完善、稀有濒危植物迁地保护的规范等问题进行讨论。  相似文献

Ex situ seed conservation is an effective strategy to help safeguarding plants from extinction. The updated Global Strategy for Plant Conservation’s (GSPC) Target 8 aims to include 75% of threatened plant species in ex situ collections by 2020, preferably in the country of origin. Halfway through the updated GSPC program, we evaluate the current state of knowledge and practice of ex situ seed conservation of threatened species from megadiverse Brazilian flora, contributing to this Target. We identify knowledge gaps and costs to achieve Target 8 through seed banking in Brazil within the time constraints of the GSPC and in a scenario of recent science budget funding cuts. Knowledge on seed storage behavior is available only for 24 Brazilian species (1.3%). Seed desiccation tolerance was concluded for 175 of 228 species, feasibly allowing safe storage of most Brazilian species at sub-zero temperatures. However, only 26 species (1.3%) are effectively banked in research institutions. Surprisingly, the percentage of banked threatened species hardly increased in the first 5 years since the update of the Target (0.55%, 2011–2015), and Brazil now faces the challenge of banking almost 1500 species during 2016–2020. Despite a major lack of commitment of Brazilian institutions and of knowledge to achieve the Target, the costs for banking the remaining species were estimated to be only US$3.9 million. We call for a nationwide coordinated effort of government agencies, policy makers and research institutions to include ex situ seed conservation in the environmental agenda to pursue achievement of the Target by 2020.  相似文献

Begonia, one of the most diverse plant taxa and the fifth or sixth largest angiosperm genus, consists of over 1800 accepted species. The number of species recognized within this genus has greatly increased over the past 20 years, rising from 80 to 200 species in China alone. Based on recent field surveys, the number of begonia species in China is predicted to be between 250 and 300. Given the large number of begonia species that still remain to be described, further taxonomical work is urgently required. This is especially true for Chinese Begonia, in which there is a huge diversity of habitat, habit, plant size, leaf type, flower and fruit morphology, and most species are narrowly distributed in isolated habitats that are subject to negative disturbances from climate change, as well as agricultural and industrial activities. Although the conservation status for the majority of species has been evaluated using the standards of the International Union for Conservation of Nature, the results don't represent the truth in many species, and also about 11.5% of which are data-absent. In addition, illegal collection and over-harvesting of wild begonias for ornamental or medicinal use has increased due to the rapid development of internet commerce. Far more often than predicted, these species should be categorized as rare and endangered and require immediate protection. Ex situ conservation of Chinese begonias started in 1995 and over 60% of the total species have been so far introduced into cultivation by several major botanical gardens in China. However, only few research institutions, limited funds and human resources have been involved in Begonia conservation; moreover, no project has conducted reintroduction. Therefore, more conservation-based work remains to be done. Improved conservation of Chinese begonias in the future depends on further field survey, an improved understanding of population diversity, and integrative approaches, including in situ and ex situ conservation, seed banking, and plant reintroduction. Speciestargeted conservation zones should be established for endangered species excluded from the existing nature reserves. Additionally, laws pertaining to plant protection should be extended to prevent the illegal collection and transaction of wild plants, particularly for those species with unique habitats and small populations.  相似文献

Evidence-based assessments of extinction risk are established tools used to inform the conservation of plant species, and form the basis of key targets within the framework of the Global Strategy for Plant Conservation (GSPC). An overall picture of plants threat assessments is challenging due to the use of a variety of methodologies and range in scope from global to subnational. In this study, we quantify the state of progress in assessing the extinction risk of all land plants, determine the key geographic and taxonomic gaps with respect to our understanding of plant extinction risk, and evaluate the impact of different sources and methodologies on the utility of plant assessments. To this end, we have analyzed a cleaned dataset compiled from IUCN Red List of Threatened Species and Regional Red Lists. We reveal that there are assessments available for 89,810 distinct species or 25% of all accepted land plant species. However unlike with other major organismal lineages the bulk of the plant species assessments are derived from Regional Red Lists, and not the Global IUCN Red List. We demonstrate that this bias towards regional assessments results in distinct taxonomic and geographic strengths and weaknesses, and we identify substantial taxonomic and geographic gaps in the assessment coverage. With species that have been assessed in common at both global and regional levels, we explore the implications of combining threat assessments from different sources. We find that half of global and regional assessments do not agree on the exact category of extinction risk for a species. Regional assessments assign a higher risk of extinction; or underestimate extinction risk with almost equal frequency. We conclude with recommended interventions, but support the suggestion that all threat assessments should be pooled to provide more data and broaden the scope of threat assessments for monitoring progress towards GSPC targets.  相似文献

The European flora is of global significance but many species are facing an ever increasing range of threats, especially the growing impacts of climate change. While various estimates have been made for the number of threatened plant species in Europe, an up-to-date European plant Red List does not presently exist. Target 8 of the Global Strategy for Plant Conservation (GSPC) calls for 60% of threatened plant species to be conserved in ex situ collections by 2010. In the absence of a European plant Red List, it is difficult to monitor progress at the regional level towards this target. To address this gap Botanic Gardens Conservation International (BGCI) has developed a consolidated list of European threatened species as a step towards a formal Red List. The database consists of national Red List data from 28 European countries and includes records for over 11,000 taxa. National Red List data were supplemented by information on the critically endangered plants of Europe provided by the Museum National d’Histoire Naturelle/European Topic Centre on Biological Diversity and the Conservatoire Botanique National de Brest. A list of regionally threatened species was extracted from the database and screened against BGCI’s database of plants in cultivation in botanic gardens (PlantSearch) and ENSCONET’s (European Native Seed Conservation Network) database of plants conserved in European seed banks. This analysis revealed that 42% of European threatened species are currently included in ex situ conservation programmes in Europe.  相似文献

The Global Strategy for Plant Conservation calls for a preliminary assessment of the conservation status of all known plant species by the year 2010. To date insufficient progress has been made on meeting this target. New efforts to develop a preliminary list beyond using the full IUCN criteria in plant assessments are needed. Here we present an algorithm that provides a preliminary assessment of the conservation status of plant species using data from herbarium specimens. We use Hawaiian specimen data from the United States National Herbarium to calibrate the parameters of the algorithm and then use specimen data from the Arecaceae, Commelinaceae, Gesneriaceae and Heliconiaceae as examples of the application of the algorithm. The algorithm was calibrated to insure 95% accuracy in placing the Hawaiian plant species into previously and independently determined threatened categories. Our results indicate that 28% of the Hawaiian taxa, 27% of the species of Arecaceae, 45% of the species of Commelinaceae, 32% of the species of Gesneriaceae, and 35% of the species of Heliconiaceae are Not Threatened and will not need any further evaluation for the preliminary assessment. Species identified here as Potentially Extinct and Potentially Threatened can be further assessed by additional herbarium material and/or conservation specialists for final evaluation using other assessment strategies (e.g., regional and national lists, taxonomic expert assessment, etc.).  相似文献

生物文化对生物多样性保护具有重要意义,植物园的形成和发展在历史长河中处处体现着人类因物质和精神需求而形成的植物文化。现代植物园在植物迁地保护上虽然做出了卓越贡献,但其植物文化的建设稍显滞后。在全球生物多样性保护工作的开展过程中,传统文化对生物多样性保护和生物资源可持续利用的重要作用越来越被重视。在此背景下,该文探讨了生物文化多样性和生物多样性之间紧密联系、共同演化的关系,回顾了早期植物园和我国古典园林中植物文化的体现; 通过对全球3 085个现代植物园主要功能的分析,发现开展了民族植物学研究的植物园占比7.36%,开展了保护生物学研究的植物园占比11.18%,制定了植物保护计划的占比17.18%,从而揭示了现代植物园保护功能的提升和文化功能的弱化。基于当前植物园植物多样性有效保护中对植物文化建设的需求,该文进一步分析了我国植物园植物文化建设的不足,主要包括:(1)植物物种多样性信息中植物文化信息数据不足;(2)对生物多样性保护中传统知识惠益分享的考虑欠缺;(3)缺少以文化展现植物多样性的主题园。在此基础上,该文聚焦国家植物园植物多样性保护和管理的目标,从植物多样性保护和利用、惠益共享、公众参与3个层面对国家植物园体系中的植物文化建设提出了建议,以期为我国建设具有中国生态文明特色的国家植物园体系提供参考。  相似文献

Six-hundred-and-fifty plant species from 280 genera and 85 families have been recorded as indigenous to the Bontebok National Park (BNP), which lies 5 km south of Swellendam, in the Western Cape. Twenty-nine of these plant species are globally threatened with extinction and another 23 are species of conservation concern. Three species (Aspalathus burchelliana, Diosma fallax, Erica filamentosa) are endemic to the park. The Asteraceae, Iridaceae and Fabaceae ranked high as speciose families, in line with the Cape Floristic Region (CFR) as a whole, while the Asphodelaceae, Crassulaceae, Poaceae and Cyperaceae were overrepresented, and the Rutaceae, Proteaceae and Ericaceae underrepresented at BNP. The largest genera were Aspalathus (19 species), Crassula (17), Pelargonium (16), Erica (15), Oxalis (12), Moraea (11), Helichrysum (10) and Hermannia (10). Geophytes were the dominant growth form (23% of species recorded), followed by dwarf shrubs (20%), herbs (16%), graminoids (15%), shrubs (13%), succulents (8%), trees (3%) and climbers (2%). Forty alien plant species were recorded (likely an underestimate of true numbers) with the Poaceae most speciose and arguably the biggest invasive threat at the park. With 20 plant species/km2, the flora of BNP is richer than expected based on its location within the south-eastern CFR. Similarity with floras of other lowland and montane protected areas in the region is low (< 33% and < 20% respectively), demonstrating that a large component of BNP's flora is not conserved elsewhere. Within a landscape context, BNP forms part of a cluster of connected core sites for Renosterveld conservation. This work confirms the high importance of BNP for flora conservation nationally and even globally.  相似文献
