In January 2003, the European Union (EU) issued a directive on e‐waste (waste from electrical and electronic equipment; WEEE) to deal with increasing quantities and the included hazardous components. The WEEE Directive is based on the principle of extended producer responsibility, which shifts the responsibility for end of life of products away from municipalities toward producers. This led some researchers to state that, in theory, the costs of waste treatment are passed on to consumers in terms of higher prices. This work addresses two fundamental questions: (1) Did the introduction of the WEEE Directive increase consumer prices of electrical and electronic equipment (EEE)? and (2) how much is this price increase? We carry out, for the first time in the literature, a quantitative research on price variation of the vast majority of EEE sold in the EU after the introduction of producers’ financial responsibility. The panel data include 972 price level indices, namely, six categories of EEE for 27 member states for six years. The main result is that the average variation of the prices for each category of EEE investigated actually increased and the variation was between 0.71% and 3.88%, depending on the specific category of EEE. The average increase of 2.19% is in line with the previous studies that estimated the impact of the WEEE Directive up to a 3% increase of the product price. The t‐test performed on the data shows a good statistical significance, which strengthens the relevance of the results. Finally, future directions for research are included.  相似文献

In a defining moment for the European Medicines Agency (EMA) and the biopharmaceutical industry, on June 27, 2013 EMA’s Committee for Medicinal Products for Human Use adopted a positive opinion for two biosimilar infliximab products (Celltrion’s Remsima® and Hospira’s Inflectra®), and recommended that they be approved for marketing in the European Union (EU). The European Commission’s decision on an application is typically issued 67 d after an opinion is provided; thus, decisions are expected in early September 2013. If approved, the products will comprise the first biosimilar antibody made available to patients in a highly regulated market, although launch may be delayed due to an extension of the reference product’s (Remicade®) patent in the EU.  相似文献

Forests of the European Union (EU) have been intensively managed for decades, and they have formed a significant sink for carbon dioxide (CO2) from the atmosphere over the past 50 years. The reasons for this behavior are multiple, among them are: forest aging, area expansion, increasing plant productivity due to environmental changes of many kinds, and, most importantly, the growth rates of European forest having been higher than harvest rates. EU countries have agreed to reduce total emissions of GHG by 20% in 2020 compared to 1990, excluding the forest sink. A relevant question for climate policy is: how long will the current sink of EU forests be maintained in the near future? And could it be affected by other mitigation measures such as bioenergy? In this article we assess tradeoffs of bioenergy use and carbon sequestration at large scale and describe results of the comparison of two advanced forest management models that are used to project CO2 emissions and removals from EU forests until 2030. EFISCEN, a detailed statistical matrix model and G4M, a geographically explicit economic forestry model, use scenarios of future harvest rates and forest growth information to estimate the future carbon balance of forest biomass. Two scenarios were assessed: the EU baseline scenario and the EU reference scenario (including additional bioenergy and climate policies). Our projections suggest a significant decline of the sink until 2030 in the baseline scenario of about 25–40% (or 65–125 Mt CO2) compared to the models’ 2010 estimate. Including additional bioenergy targets of EU member states has an effect on the development of this sink, which is not accounted in the EU emission reduction target. A sensitivity analysis was performed on the role of future wood demand and proved the importance of this driver for the future sink development.  相似文献

Background, aim and scope  

Established in 1992, the European Union Ecolabel, that is briefly called “the Flower” because of the mark, is a voluntary ecological product award issued by the 1980/2000 Regulation (EC 2000). Adopting the ISO classification, the EU Ecolabel belongs to the “Type I environmental labelling” (ISO 14024:1999). The possibility to include GreenHouse Gases (GHG) emissions (as of CO2 equivalents) among the EU Ecolabel criteria is a news that is justified to the consideration that, in the last 30 years, their management and limitation assumed a relevant and strategic importance for greenhouse effect control. This paper introduces results of a project for the European Commission that aimed at developing and checking a carbon footprint calculator procedure suitable for the inclusion of the GHG emission issue in the EU Ecolabel criteria. The output tool is primarily aimed at the policy maker, i.e. the European Commission, the European Union Ecolabel Board and the Ad Hoc Working Group (AHWG, created to develop a transparent and wide discussion with reference stakeholders, see Fig. 2 for more details), but, in this step, not directly to the applicant yet.  相似文献

European Union (EU) Member States have agreed to limit their greenhouse gas (GHG) emissions from sectors not covered by the EU Emissions Trading Scheme, including emissions from agricultural sector. The aggregated GHG emission rate (i.e. t CO2 eq. from agricultural sector per country) is commonly used to measure the overall size of agriculture’s influence on climate. And indeed, since 2005, EU has managed to decrease its aggregated GHG emissions by 3.1%. However, the question is—does that mean that EU’s agriculture has become less emission intensive? This paper answers the question by providing a different perspective for the assessment and comparison of the agricultural GHG emissions in 28 EU Member States. It is done by applying three different approaches, including creation of derived indicators and application of multi-criteria analysis (TOPSIS), which is a novel approach for comparison of agricultural GHG emission mitigation performance. The results show that each EU Member State performs very differently in emission intensities. Even more, the emission intensity results show an alarming tendency of increase in most of the EU Member States, which indicates that the measured changes in aggregate agricultural GHG emission rates are misleading. Therefore, the paper suggests reconsidering the policy targets for GHG emission limits.  相似文献

The anthropogenic greenhouse gas (GHG) emission has risen dramatically during the last few decades, which mainstream researchers believe to be the main cause of climate change, especially the global warming. The mechanism of market-based carbon emission trading is regarded as a policy instrument to deal with global climate change. Although several empirical researches about the carbon allowance and its derivatives price have been made, theoretical results seem to be sparse. In this paper, we theoretically develop a mathematical model to price the CO2 emission allowance derivatives with stochastic convenience yields by the principle of absence of arbitrage opportunities. In the case of American options, we formulate the pricing problem to a linear parabolic variational inequality (VI) in two spatial dimensions and develop a power penalty method to solve it. Then, a fitted finite volume method is designed to solve the nonlinear partial differential equation (PDE) resulting from the power penalty method and governing the futures, European and American option valuation. Moreover, some numerical results are performed to illustrate the efficiency and usefulness of this method. We find that the stochastic convenience yield does effect the valuation of carbon emission derivatives. In addition, some sensitivity analyses are also made to examine the effects of some parameters on the valuation results.  相似文献

This study presents supply scenarios of nonfood renewable jet fuel (RJF) in the European Union (EU) toward 2030, based on the anticipated regulatory context, availability of biomass and conversion technologies, and competing biomass demand from other sectors (i.e., transport, heat, power, and chemicals). A cost optimization model was used to identify preconditions for increased RJF production and the associated emission reductions, costs, and impact on competing sectors. Model scenarios show nonfood RJF supply could increase from 1 PJ in 2021 to 165–261 PJ/year (3.8–6.1 million tonne (Mt)/year) by 2030, provided advanced biofuel technologies are developed and adequate (policy) incentives are present. This supply corresponds to 6%–9% of jet fuel consumption and 28%–41% of total nonfood biofuel consumption in the EU. These results are driven by proposed policy incentives and a relatively high fossil jet fuel price compared to other fossil fuels. RJF reduces aviation‐related combustion emission by 12–19 Mt/year CO2‐eq by 2030, offsetting 53%–84% of projected emission growth of the sector in the EU relative to 2020. Increased RJF supply mainly affects nonfood biofuel use in road transport, which remained relatively constant during 2021–2030. The cost differential of RJF relative to fossil jet fuel declines from 40 €/GJ (1,740 €/t) in 2021 to 7–13 €/GJ (280–540 €/t) in 2030, because of the introduction of advanced biofuel technologies, technological learning, increased fossil jet fuel prices, and reduced feedstock costs. The cumulative additional costs of RJF equal €7.7–11 billion over 2021–2030 or €1.0–1.4 per departing passenger (intra‐EU) when allocated to the aviation sector. By 2030, 109–213 PJ/year (2.5–4.9 Mt/year) RJF is produced from lignocellulosic biomass using technologies which are currently not yet commercialized. Hence, (policy) mechanisms that expedite technology development are cardinal to the feasibility and affordability of increasing RJF production.  相似文献

European Union Commissioner for the Environment Stavros Dimas recently hailed 'upgraded' non-genetically modified (GM) crops as an alternative to GM crops. A comparative analysis of the environmental risks associated with such non-GM herbicide-resistant crops and GM herbicide-resistant crops is presented here. The analysis highlights serious weaknesses in the European Union (EU) regulatory framework, and the contradictory policy of the EU Commission on the precautionary principle is also shown. The continued political stance of ignoring these regulatory and policy inconsistencies is examined and found to be flawed. It is postulated that, even in the face of these flaws and coupled with recent statements from the UK drawing attention to inconsistencies in the EU regulatory framework, the EU will continue to ignore the real and present environmental risks associated with upgraded non-GM crops for biopolitical reasons.  相似文献

The European Union (EU) became a pioneer of the promotion of human rights and democratic values especially during the last decades. However, the members of the EU are not immune from the human rights violations including the areas of “equality” and “non-discrimination” that are related to racism, discrimination and xenophobia. “Antigypsyism”, a form of racism, is among the most challenging human rights areas for the member states despite all recent initiatives. In this research, the use of EU competences to combat antigypsyism is analysed with case studies. It is argued that the use of the competences is limited.  相似文献

A large proportion of European biodiversity today depends on habitat provided by low‐intensity farming practices, yet this resource is declining as European agriculture intensifies. Within the European Union, particularly the central and eastern new member states have retained relatively large areas of species‐rich farmland, but despite increased investment in nature conservation here in recent years, farmland biodiversity trends appear to be worsening. Although the high biodiversity value of Central and Eastern European farmland has long been reported, the amount of research in the international literature focused on farmland biodiversity in this region remains comparatively tiny, and measures within the EU Common Agricultural Policy are relatively poorly adapted to support it. In this opinion study, we argue that, 10 years after the accession of the first eastern EU new member states, the continued under‐representation of the low‐intensity farmland in Central and Eastern Europe in the international literature and EU policy is impeding the development of sound, evidence‐based conservation interventions. The biodiversity benefits for Europe of existing low‐intensity farmland, particularly in the central and eastern states, should be harnessed before they are lost. Instead of waiting for species‐rich farmland to further decline, targeted research and monitoring to create locally appropriate conservation strategies for these habitats is needed now.  相似文献

Legislation at the national level in Europe as well as that developed by the European Union (EU) generally permits release and commercialization of genetically modified organisms (GMOs). However, only 10 plant/event combinations were registered as of 2002: three maize events (Bt176, Mon810, and Bt11), with the other seven divided among carnation (3), oil-seed rape (2), tobacco (1), and raddiccio (1). Of these, only one maize event (Bt176) has been registered as a legal variety, and this was in Spain, where 22,000ha have been planted annually since 1998. In this paper, we first provide an overview on the complexity of EU GMO legislation. Then we discuss the minor role that results of EU-funded biosafety research have had on governmental policy. Finally, we provide information about initiatives for post-commercialization monitoring plans of Bt maize in Europe. As a result of the slow progress to date, we conclude that commercialization of GMOs will be seriously delayed in the EU for the next several years.  相似文献

At the beginning of 2005, the European Commission published its fourth report on the statistics of the number of animals used for experimental and other scientific purposes. A total of 10.7 million animals were used within the Member States of the European Union (EU) in 2002, an increase of almost a million animals since the 1999 report. France, Germany and the UK continue to be the largest users of animals for scientific purposes, and mice, rats, fish and birds remain the most commonly-used animals. For the first time, all 15 Member States used the standardised EU tables, as had been agreed in 1998. This has made it easier to identify areas on which Three Rs initiatives should be focused. Nevertheless, the reporting system still has a number of serious deficiencies. In particular, there are insufficient data on the numbers of animals that are kept or bred for research purposes, the numbers of transgenic animals, and the severity of procedures that are applied.  相似文献

India has emerged as a key player with a high potential to develop a biomass and biobased economy due to its large geographic size and the massive amounts of agricultural and non agricultural biomass produced. India has joined hands with Europe to synchronize its efforts to create and facilitate the development of a biobased economy in this country. This paper aims to examine common research and development actions between the European Union (EU) and India to facilitate the development of these biobased economies. As a base, a thorough study has been performed considering the biomass potential and current status of the bioeconomy in both the EU and India based on the distillation of a series of 80 potential recommendations. The recommendations were grouped into four major categories: (1) biomass production, (2) by-products/waste, (3) biorefineries and (4) policy, market, and value-added products. A questionnaire was designed and distributed to key stakeholders belonging to: academia, industry, and policymakers in both India and the EU. A total of 231 responses were received and analyzed, based on the key recommendations made for the essential research and development topics that are of prime importance to develop biobased economies in both the EU and India. The findings of this study suggest recognizing the value-added contributions made by biobased products such as: food, feed, valuable materials and chemicals in both regions. It is important to reduce the overall process costs and minimize the environmental impacts of such a biobased economy.  相似文献

There is a growing debate about the future direction of migration policy in Europe. After nearly 30 years of pursuing restrictive immigration and asylum policies, many European Union (EU) governments are beginning to re-assess their migration policies and to call for a new approach. For the first time in many years, several EU governments have begun to talk again about the benefits of labour migration and, even more significantly, have even begun to take action to recruit more migrants, especially skilled workers. This paper looks at the background to current calls for a new approach to migration in Europe and public reaction to these new initiatives. It first describes recent trends in migration in Europe and then briefly considers the demographic case for more migration. This is followed by a brief outline of some of the measures being considered by European governments to promote selective labour migration. The remainder of the paper is devoted to a discussion of some of the implications of this change in policy, focusing on two main issues: the likely consequences for sending countries, and the implications for the fight against the smuggling and trafficking of people.  相似文献

We analyzed the magnitude, the trends and the uncertainties of fossil‐fuel CO2 emissions in the European Union 25 member states (hereafter EU‐25), based on emission inventories from energy‐use statistics. The stability of emissions during the past decade at EU‐25 scale masks decreasing trends in some regions, offset by increasing trends elsewhere. In the recent 4 years, the new Eastern EU‐25 member states have experienced an increase in emissions, reversing after a decade‐long decreasing trend. Mediterranean and Nordic countries have also experienced a strong acceleration in emissions. In Germany, France and United Kingdom, the stability of emissions is due to the decrease in the industry sector, offset by an increase in the transportation sector. When four different inventories models are compared, we show that the between‐models uncertainty is as large as 19% of the mean for EU‐25, and even bigger for individual countries. Accurate accounting for fossil CO2 emissions depends on a clear understanding of system boundaries, i.e. emitting activities included in the accounting. We found that the largest source of errors between inventories is the use of distinct systems boundaries (e.g. counting or not bunker fuels, cement manufacturing, nonenergy products). Once these inconsistencies are corrected, the between‐models uncertainty can be reduced down to 7% at EU‐25 scale. The uncertainty of emissions at smaller spatial scales than the country scale was analyzed by comparing two emission maps based upon distinct economic and demographic activities. A number of spatial and temporal biases have been found among the two maps, indicating a significant increase in uncertainties when increasing the resolution at scales finer than ≈200 km. At 100 km resolution, for example, the uncertainty of regional emissions is estimated to be 60 g C m?2 yr?1, up to 50% of the mean. The uncertainty on regional fossil‐fuel CO2 fluxes to the atmosphere could be reduced by making accurate 14C measurements in atmospheric CO2, and by combining them with transport models.  相似文献

In 1993 about 20% of the population in the 15 'old' member countries of the European Union (EU) was over 60 years of age and this percentage will increase to more than 25% in 2020. These developments play a key role for the investments in education and training to meet societies needs for health care services. In 2002 about 25% of the medical students in the 'old' EU did not receive any education in geriatric medicine. A question is who will provide the services for older people in related areas, like social care, community care, acute care in the hospitals, long-term care, permanent care and care for psychiatric patients? Geriatric medicine has been recognized as an independent specialty in 8 of the 15 member countries of the 'old' EU. In all EU member states the governments are autonomous regarding all aspects of health care services, including the recognition of specialties and specialist training programmes. A two years training in internal medicine has been recommended in the EU, followed by another four years of training in geriatric medicine. The specialist training has a hospital oriented character, however, it includes also community care and other institutionalised care like nursing homes. The curriculum should contain: biological, social, psychological and medical aspects of common diseases and disturbances in older people. A problem in many EU countries is the shortage of well trained researchers and leading persons for academic positions for geriatric medicine. In a number of countries chairs at the universities remain vacant for long periods of time or even disappear. Good services in the health care for older people need a high quality curriculum and training programme.  相似文献

In the European Union the sustainable development is a fundamental and overarchingobjective enshrined in the Treaty and measuring progress towards sustainable development is an integral part of the EU Sustainable Development Strategy. Eurostat produce a monitoring report every two years based on the EU set of sustainable development indicators (SDIs). The main objective of this paper is to create an aggregated index of the sustainable development from EU set of SDIs for each 27 EU country based on the PCA. The headline indicator economic growth was not involved because its increase is not expressly followed by positive change in other SDIs from social, economic and environmental fields. The aggregated SD index enables to get an overall picture about the position of each of the 27 EU countries and its development in terms of the sustainability over time as assumed in the EU Sustainable Development Strategy. Sweden, Denmark, Netherland, and Great Britain have repeatedly reached the highest value of aggregated SD index. The highest positive change in the aggregated SD index has occurred in countries with the lowest value of aggregated SD index. Moreover, we put this new aggregated index in relation with economic growth and found that there is a negative correlation between aggregated SD index and the economic growth for most of the 27 EU countries.  相似文献
