Interest in the management of the environment and its resources on an ecosystem basis has been increasing, in both terrestrial and marine contexts. In recent years, the concept of the large marine ecosystem has become a point of focus at the national and international levels as a possible unit for management of ocean and coastal areas. An ecosystem approach, however, challenges the manner in which marine resources and the environment that sustains them have been managed in the past. Governance is a key element in ecosystem management and encompasses the formal and informal arrangements, institutions, and mores that determine how resources and the environment are utilized. This study explores some of the problems, concepts, and principles involved in efforts to provide needed governance arrangements if large marine ecosystem-based management is to be implemented and made effective.  相似文献

Abstract

In recent years coastal states everywhere in the world have paid attention to the preservation of the marine environment and the conduct of marine scientific research. The scope and nature of China's marine scientific research have been expanded and diversified since the late 1970s because of the growing importance of the ocean for the “Four Modernization “ programs. More and more programs have been designed and executed to find fishing resources, search for offshore oil and gas, promote maritime defense, help alleviate the marine pollution problems, reinforce China's territorial claim in the South China Sea, participate in Antarctic scientific research, and to better understand the whole marine environment. This article first examines China's attitude toward the legal regimes of marine pollution and marine scientific research. It depicts China's marine scientific research activities from the early 1950s. Finally it suggests that more scientific research programs will be designed in support of China's ocean development plans in the future.  相似文献

Abstract

Four major factors bid the United States and Canada to move toward more formalized arrangements for cooperative ocean management in the Arctic. Ocean currents in the Beaufort Sea region have the potential of transporting marine pollutants from one country to the other. Living resources, such as bowhead and beluga whales, undertake extensive transboundary migrations. Alaskan and Canadian Inuit depend heavily on renewable marine resources and raise the need for ocean management on an ecological basis. Cost savings could occur by coordinating development of offshore cold‐water technologies and shipping safety systems. This paper suggests six options for moving toward a more regionalized approach to the management of Arctic waters: a Beaufort Sea Boundary Agreement, a Beaufort Marine Cooperation Agreement, a Northwest Passage Agreement, an Equal Access Agreement, a Marine Mammal Cooperation Agreement, and an Arctic Regional Action Plan.  相似文献

Abstract

The growth of population and income throughout the world has increased the demand for ocean‐based resources. At the same time the rapidly evolving technology of ocean resource exploitation has permitted ever greater use of these resources. As the rate of use of these resources has grown, so has the desirability of better management of them. Today national income accounts provide the basic economic data required to implement policies designed to stabilize and assist in planning for economic growth. It is possible to reconstruct these accounts and create an ocean sector account from them. This process will provide a set of measurements that will permit evaluation of the trade‐offs between alternative uses and the construction of economic models that will link the ocean sector to national economies.  相似文献

Abstract

Attempts by the federal government, notably the Department of the Interior, to accelerate development of hydrocarbon resources on the Outer Continental Shelf have resulted in litigation between coastal states and the federal government. A principal issue involved has been whether federal consistency provisions contained in the Coastal Zone Management Act apply to federal lease sale decisions. Language contained in this statute (Section 307(c)(l)) requires federal activities directly affecting the coastal zone to be conducted in a manner consistent, to the maximum extent practicable, with state coastal zone management programs.

This paper reviews the evolution of this controversy in intergovernmental relations since its inception, and describes various proposals which have been made to define the term “directly affecting.”; Events involved in OCS Lease Sales Nos. 48, 53, and 68, offshore California, are described to illustrate the varying state/federal perspectives on federal consistency requirements. This assessment concludes that voluntary consistency determinations by federal agencies would best promote harmonious state/federal relations in developing hydrocarbon resources on the Outer Continental Shelf.  相似文献

Climate change refugia in the terrestrial biosphere are areas where species are protected from global environmental change and arise from natural heterogeneity in landscapes and climate. Within the marine realm, ocean acidification, or the global decline in seawater pH, remains a pervasive threat to organisms and ecosystems. Natural variability in seawater carbon dioxide (CO2) chemistry, however, presents an opportunity to identify ocean acidification refugia (OAR) for marine species. Here, we review the literature to examine the impacts of variable CO2 chemistry on biological responses to ocean acidification and develop a framework of definitions and criteria that connects current OAR research to management goals. Under the concept of managing vulnerability, the most likely mechanisms by which OAR can mitigate ocean acidification impacts are by reducing exposure to harmful conditions or enhancing adaptive capacity. While local management options, such as OAR, show some promise, they present unique challenges, and reducing global anthropogenic CO2 emissions must remain a priority.  相似文献

Abstract

In clathrate hydrates, a water host lattice encages small guest molecules in cavities. Methane hydrates are the most widespread in-situ clathrate in the permafrost and continental-shelf ocean regions, constituting a significant energy resource, and prompting recent marine-hydrate gas-production trials. Despite exciting engineering advances and a few marine-mimicking laboratory studies of methane-hydrate kinetics and stabilization, from microbial perspectives, little is known about a potential microbial origin of marine hydrates, nor their possible formation kinetics or potential stabilization by microbial sources. Here, for the first time, we show that an exported, extra-cytoplasmic porin – produced by a marine methylotrophic bacterium culture – provides the basis for kinetic enhancement and stabilization of methane hydrates under conditions simulating the seabed environment. We then identify the key protein at play, and we therefore suggest microbe-based stabilization of marine hydrates is evidently a property likely to be found in many marine bacteria. Our research opens the possibility of managing marine-hydrate deposits using microbiological strategies for environmental and societal benefit.  相似文献

Abstract

Pacific Ocean and island sites have been used since World War II for nuclear activities, including effluent discharges from nuclear facilities, sea dumping of packaged radioactive wastes, and testing of nuclear explosives. In the future, the amounts of radioactive wastes deliberately released into the Pacific Ocean may increase in connection with planned commercial‐scale nuclear fuel reprocessing operations, recommencement of plutonium production for weapons purposes, and resumption of sea dumping of low‐level wastes. Proposed storage of spent nuclear fuel on Pacific island sites or disposal of high‐level wastes in the deep seabed of the Pacific could also expose the ocean to a risk of contamination by long‐lived radio‐nuclides. The consequences of all these activities should be assessed in practical terms—their likely effects on the living marine resources of the Pacific and the economic development of the societies benefited by them; in terms of the legal principles which govern activities such as marine radioactive waste disposal that could pollute the marine environment; and in relation to current and future organizational arrangements that could achieve political resolution of outstanding international nuclear energy issues. Despite the prospective dangers of marine nuclear activities, the use of relatively remote or extraterritorial marine locations including those in the Pacific basin for nuclear operations could provide a basis for international cooperation on management of the “back end”; of the nuclear fuel cycle, including storage and reprocessing of spent fuel and high‐level waste disposal. A broadly recognized international regime for the nuclear fuel cycle could be based on regional organization of such back‐end operations, provided local acceptance could be obtained.  相似文献

The European Union has been engaged in an effort to develop a marine strategy to protect the marine environment and a more encompassing integrated maritime policy that would provide a comprehensive system for the management of the uses of the marine areas of Europe. An earlier article by the author described the beginnings of this policy development; this article examines the subsequent 2008 Directive of the European Parliament and the Council, which establishes a framework for community action in the field of marine environmental policy. The Marine Strategy Framework Directive provides a plan of action with designated responsibilities and obligations and a schedule that is to be adhered to by member states and the European Commission. It represents a significant step in the European endeavor to advance ocean use management and sets the stage for future development of European marine policy.  相似文献

Abstract

For over a decade the nation‐states of the world have been redefining the legal and political status of the world's oceans, both unilaterally and in multilateral negotiations. Despite the growing importance of ocean policy, we know too little concerning what are current nation‐state marine interests, how they make their marine related decisions, or how they organize themselves for marine policy. This paper was written as an organizing paper for a workshop to assess the state of the art in national ocean policy studies. It was sponsored by the Marine Science Affairs Program, International Decade of Ocean Exploration Office, National Science Foundation. The paper states the goal of the workshop, it defines the terms of reference, such as public policy, public policy analysis, comparative public policy analysis and national ocean policy; it offers a “systems”; influenced model for the evaluation of national ocean policy, and it identifies the state of our knowledge of the various components of national ocean policy by performing a computer‐based survey of the literature. Some 5,000 studies were examined and reduced to 1,000 relevant items. Highlights of the findings show that: 1) we know most about the output stage of ocean policy, less about input, little about process; 2) we know most about bureaucratic ocean decisions, less about legislative, little about judicial ocean decisions; 3) output studies rose and declined, input studies have increased steadily, and process studies may show a sharp rise; 4) we know most about the United States, Japan, and the USSR, less about Western Europe, little about the Third World; and 5) most of the studies were conducted by those using “traditional”; research tools.  相似文献

Many hope that ocean waves will be a source for clean, safe, reliable and affordable energy, yet wave energy conversion facilities may affect marine ecosystems through a variety of mechanisms, including competition with other human uses. We developed a decision-support tool to assist siting wave energy facilities, which allows the user to balance the need for profitability of the facilities with the need to minimize conflicts with other ocean uses. Our wave energy model quantifies harvestable wave energy and evaluates the net present value (NPV) of a wave energy facility based on a capital investment analysis. The model has a flexible framework and can be easily applied to wave energy projects at local, regional, and global scales. We applied the model and compatibility analysis on the west coast of Vancouver Island, British Columbia, Canada to provide information for ongoing marine spatial planning, including potential wave energy projects. In particular, we conducted a spatial overlap analysis with a variety of existing uses and ecological characteristics, and a quantitative compatibility analysis with commercial fisheries data. We found that wave power and harvestable wave energy gradually increase offshore as wave conditions intensify. However, areas with high economic potential for wave energy facilities were closer to cable landing points because of the cost of bringing energy ashore and thus in nearshore areas that support a number of different human uses. We show that the maximum combined economic benefit from wave energy and other uses is likely to be realized if wave energy facilities are sited in areas that maximize wave energy NPV and minimize conflict with existing ocean uses. Our tools will help decision-makers explore alternative locations for wave energy facilities by mapping expected wave energy NPV and helping to identify sites that provide maximal returns yet avoid spatial competition with existing ocean uses.  相似文献

Abstract

During the last decade U.S. government and industry interest in seabed hard minerals has shifted from areas beyond national jurisdiction to those within national jurisdiction. A variety of factors—technical, economic, political, legal—are behind this trend. This article focuses on the legal aspects of federal and state efforts to encourage and regulate seabed minerals exploration activities, prospective avoidance of conflicts between seabed mining and other ocean uses, federal‐state relations in seabed minerals development, and the special situation of mineral deposits spanning the federal‐state boundary offshore.  相似文献

Ocean acidification, the progressive change in ocean chemistry caused by uptake of atmospheric CO2, is likely to affect some marine resources negatively, including shellfish. The Atlantic sea scallop (Placopecten magellanicus) supports one of the most economically important single-species commercial fisheries in the United States. Careful management appears to be the most powerful short-term factor affecting scallop populations, but in the coming decades scallops will be increasingly influenced by global environmental changes such as ocean warming and ocean acidification. In this paper, we describe an integrated assessment model (IAM) that numerically simulates oceanographic, population dynamic, and socioeconomic relationships for the U.S. commercial sea scallop fishery. Our primary goal is to enrich resource management deliberations by offering both short- and long-term insight into the system and generating detailed policy-relevant information about the relative effects of ocean acidification, temperature rise, fishing pressure, and socioeconomic factors on the fishery using a simplified model system. Starting with relationships and data used now for sea scallop fishery management, the model adds socioeconomic decision making based on static economic theory and includes ocean biogeochemical change resulting from CO2 emissions. The model skillfully reproduces scallop population dynamics, market dynamics, and seawater carbonate chemistry since 2000. It indicates sea scallop harvests could decline substantially by 2050 under RCP 8.5 CO2 emissions and current harvest rules, assuming that ocean acidification affects P. magellanicus by decreasing recruitment and slowing growth, and that ocean warming increases growth. Future work will explore different economic and management scenarios and test how potential impacts of ocean acidification on other scallop biological parameters may influence the social-ecological system. Future empirical work on the effect of ocean acidification on sea scallops is also needed.  相似文献

Abstract

Current ocean law negotiations reflect conflicts between two old and competing approaches: the view that the coastal state should control activities in any large adjacent ocean area, and the view that most of the ocean should be left open to the free use of all nations. Both approaches are laissez‐faire, leave the distribution of benefits to arbitrary factors, and are based on national exclusivity. In the negotiations this conflict is exhibited in competing claims regarding navigation, mineral resources, fishing, environmental protection, and strategic uses. A possible resolution has emerged in the concept of the whole ocean as a common resource of humankind, according to which no individual state has a right to benefit from the ocean except pursuant to arrangements sanctioned by the community, and rights to benefit are determined not arbitrarily but by membership in the community. The regime now likeliest to be produced by such an approach includes (1) a narrow territorial sea and various navigation guarantees, (2) a wide coastal band coupling coastal state managerial functions with permanent international prerogatives, and (3) purely international manage‐ment of the deep seabed.  相似文献

海洋酸化(Ocean acidification)为目前备受人们关注的全球性问题。因此为了能够客观地揭示海洋酸化的研究态势,研究采用文献计量分析(Bibliometric analysis)的方法,以海洋酸化概念提出后(2004年以后)ISI Web of Science期刊引文数据库中涉及到海洋酸化研究的所有文献为样本,对文献的增长趋势及期刊分布进行描述统计,并基于关键词的知识图谱及突变分析的方法探究海洋酸化的热点关注方向随时间的变动及研究前沿。描述统计表明:海洋酸化概念提出的这十多年来,涉及海洋酸化的研究文献数量呈现激增的态势,研究学科交叉明显,海洋酸化对珊瑚礁的影响是这十年来的重点研究领域。从基于关键词的知识图谱可以看到,在海洋酸化研究初期(2004—2009年),研究内容主要分为两个部分,一是海洋酸化对海洋生物(尤其是珊瑚礁生物及浮游植物)及生态系统的影响;二是对海洋酸化现象的认识;中期(2010—2015年),研究内容与初期相似,研究重点往海洋生物上倾斜,同时有新的热点研究区域和研究方向的出现;近期(2016年以后),海洋酸化对海洋生物影响的研究依旧占据着主流研究方向。对基于突变分析得到的当前(2018年2月)海洋酸化研究的热点关注的文献分析发现,当前海洋酸化的研究存在以下5个前沿方向:(1)在探究海洋酸化与生物的关系之时需结合多因子讨论;(2)探索生物在海洋酸化下的内在应对机制;(3)海洋酸化影响下的生物响应的综合评估及预测;(4)探索海洋酸化对海洋生态系统的影响;(5)对海洋酸化概念的挑战——海洋酸化形成原因的探索。  相似文献

Abstract

The expansion of distant‐water fishing activities of the Eastern countries to date is causing not only a growing concern by the coastal nations but also interest in the theoretical principles and criteria applied for developing a strategy of fishery development in these states. Obviously, there are many discrepancies between Western and Eastern theories in this field. Among them we can quote the concept of inexhaustibility of the ocean living resources, both traditional and new resources. This concept supports a further catch increase. The key problem lies in technological progress. Pure economic criteria are less important factors because the principal task of Eastern fisheries is to stave off shortages of animal proteins in local markets. Consequently, only maximum utilization of fishery resources is accepted. The importance of marine fisheries lies also in generating employment opportunities, principally in land‐related activities. Eastern distant‐water fisheries can continue to develop if the principle of surplus catches and historic rights is respected by coastal nations. Freedom of open‐sea resources utilization should be maintained. The traditional management system of world fisheries is the most desirable solution for future sea regimens. International cooperation in fisheries should be considered not only in economic terms but also as a source of political gains.  相似文献

Abstract

A coalition of third world nations, led by the Pacific island countries and those European nations who have developed land‐based disposal programs for their radioactive wastes, seek to amend the London Convention on Dumping (the international treaty controlling ocean disposal of radioactive and other wastes) in order to ban ocean disposal of low‐level radioactive wastes. Pro‐dumping nations maintain that the treaty may only be amended based on science and that current scientific research indicates that low‐level waste represents neither a threat to the integrity of the marine environment nor human health. Anti‐dumping nations, on the other hand, argue that the same science, particularly the models used to predict the fate and the effects of these wastes, exhibits sufficient uncertainty to preclude judgments about the absence of harm from future disposal activities. These differing conclusions mirror differing assessments of risk. These assessments build on the differing social, political, and economic values placed on use of the ocean and on conflicting conceptions of the fundamental rights and obligations of nations whose use of the ocean may impinge on the resources of others. Each side's continued intransigence may result in unilateral ocean disposal activities with serious consequences for the London Convention on Dumping (LDC) and its control over other wastes transported to sea for disposal. Initiatives of anti‐dumping nations to expand the LDC's decision‐making framework to examine the social, economic, and political issues underlying each side's interpretation of scientific evidence offer hope to address the underlying non‐scientific issues and perhaps to strengthen decision‐making within the LDC.  相似文献

The National Science Foundation’s EarthCube End User Workshop was held at USC Wrigley Marine Science Center on Catalina Island, California in August 2013. The workshop was designed to explore and characterize the needs and tools available to the community that is focusing on microbial and physical oceanography research with a particular emphasis on ‘omic research. The assembled researchers outlined the existing concerns regarding the vast data resources that are being generated, and how we will deal with these resources as their volume and diversity increases. Particular attention was focused on the tools for handling and analyzing the existing data, on the need for the construction and curation of diverse federated databases, as well as development of shared, interoperable, “big-data capable” analytical tools. The key outputs from this workshop include (i) critical scientific challenges and cyber infrastructure constraints, (ii) the current and future ocean ‘omics science grand challenges and questions, and (iii) data management, analytical and associated and cyber-infrastructure capabilities required to meet critical current and future scientific challenges. The main thrust of the meeting and the outcome of this report is a definition of the ‘omics tools, technologies and infrastructures that facilitate continued advance in ocean science biology, marine biogeochemistry, and biological oceanography.  相似文献

Abstract

The Antarctic region constitutes a fragile eco‐system closely related to the unique features of the physical environment of that continent. The Antarctic Ocean is central to the region's living systems, with krill as the ecological basis of life in the ocean and on land. So far, man's impact upon the Antarctic environment has been negligible, but there is concern that overharvesting of krill and possible marine pollution resulting from any future offshore oil exploration may undermine the krill basis of the Antarctic ecosystem. The legal status of Antarctica is largely determined by the 1959 Antarctic Treaty, and especially by the inner circle of the currently fourteen “consultative”; status signatories. These states have given high priority to ecological considerations by enacting a series of environmental and conservationist regulations, as well as two conventions, one protecting the Antarctic seals and the other marine living resources in general. Environmental regulations will form an important part of the legal regime for the exploration and exploitation of the Antarctic mineral resources, primarily oil and gas. The Antarctic Treaty framework does not legally bind nonsignatory states, but under general international law all states are bound to refrain from inflicting damage upon the planet's environment. Also, some marine pollution conventions apply to the Antarctic waters, and the 1982 U.N. Convention on the Law of the Sea comprehensively covers the protection and preservation of the marine environment of all oceans and seas. The preservation of the Antarctic environment will remain a high priority irrespective of what legal regime will govern Antarctica after 1991 when the Antarctic Treaty may, and most probably will, be subject to review.  相似文献
