| 摘 要： | 天保工程和退耕还林工程是我国在大范围内同时大幅度调整营林、森工两个方面生产规模的生态工程。实施这两项工程的结果,不仅仅是增加森林资源和改善生态环境，还包括土地利用结构、产业结构和就业结构的被动调整，涉及到众多部门和行业。对当地财政收入、群众收入、社会就业、公共设施建设、社会福利以及社会财富的公平分配都有很大的影响,而且随政策兑现程度而变化。

| Abstract: | The "Natural forest resource protection" and "Return farmland to forestry" projects are two ecological projects launched by Chinese government to greatly adjust the production scale of both afforestation and the forest industry within the whole land area of China. Implementation of these two projects will not only increase forest resources and improve the environment but also influence land use patterns, industry structure and the employment structure, which covers a variety of departments and fields. It will dramatically affect local financial revenue, farmers' incomes, employment,public facilities construction, social welfare and the equitable distribution of public wealth. This influence varies with the degree of implementation of the expected policies. |
